An Act to Regulate Homeowner's Associations in the State of Missouri

Section 1. Homeowner's Association Elections
(a) All homeowner's association board member elections shall be conducted as part of local elections and be listed on the ballot of registered voters living in the affected neighborhood.
(b) Homeowner's associations shall provide notice of upcoming board member elections to all residents of the association at least thirty (30) days before the election.
(c) The Missouri Constitution and the Bill of Rights shall apply to any rule or regulation established by a homeowner's association.

Section 2. Homeowner's Association Dues
(a) Homeowner's association dues for a home may not exceed ten percent (10%) of the mortgage payment or the median mortgage payment on that block, whichever is lower.
(b) Homeowner's associations shall provide written notice of any change in dues to all residents of the association at least sixty (60) days before the change takes effect.

Section 3. Effective Date
This Act shall become effective on January 1, 2024.
