2005 英语一 TEXT2 长难句

哈喽 Vivian 老师 你好呀 打扰你啦 我想请教你一个长难句的问题 这个句子我端详了半天我觉得它写的有问题（虽然是真题）
Just as on smoking, voices now come from many quarters insisting that the science about global warming is incomplete, that it’s OK to keep pouring fumes into the air until we know for sure.
就是这句（来自 2005 英语一 TEXT 2 第四段），我在网上找了对这句话的主干分析。
我有两个问题
1. insisting 后面出现过两个 that，这两个都是宾语从句，我的疑问在于既然 that 引导的是两个并列的宾语从句，中间为什么用逗号而不是 and 连接呢？
2. insisting 我认为应该是 quarters 的非谓语动词作后置定语，还原之后应该是 quarters who are insisting ...
3. 网上的解析：http://www.cucbbs.com/info/3/834266.html，最后有说：“这里加上and反而违背语法。”（倒数第二句）我不太清楚作者为什么这么说，也没能联系到作者，我觉得你这么权威应该可能和他想的一样，所以想问一下这个应该怎么理解呢？
