  1. RING OF THE HYDROMANCER
  2. Wondrous item, rare (requires attunement)
  3.
  4. While wearing this ring, you gain a swimming speed of 30 feet and can breathe underwater. Once per day you can use your action to bind two targets - creature or object - together with a stream of ice cold water. If either target tries to move more than 20 feet away from its bound partner, it must expend 2 feet of movement for every 1 foot travelled and it both targets take 1d8 cold damage for every 5 feet it travels. This effect persists for 1 minute or until the targets move at least 50 feet apart.

  7.
  8. • shape water (1 charge)
  9. • create or destroy water (2 charges)
  10. • water breathing (3 charges)
  11. • tidal wave (4 charges)*.

  15. While it is actively raining or you are completely submerged in water, the saving throw increases to 17.
