Randy Koniowka, who is copied on this email, received a parking ticket yesterday at a spot where the black tarp is still covering the meter. Hopefully, this is an isolated incident? (Please see photos).

Please work with Randy to address this unfortunate situation, as I don't believe legally the city had the authority to ticket this visitor.
