  6. This examination is supposed to be taken after you take your Theoretical Courses. It is going to determine whether you'll advance and undergo the Practical Courses or not, and subsequently become a Police Officer or not.

  66. 11) Upon being shot at, what are the steps you take? (2p)
  67. You immediately rush to cover behind an appropriate object which permits you to see the suspect but prevents you from obtaining direct contact with them. Consequently, you must call in for backup from any available units (through TeamSpeak 3 Client), clearing stating the situation and keeping everybody responding updated (including SWAT if the situation is severe enough for them to be deployed). With that being said, you must not take any further action until backup arrives, and should postpone the situation for as long as possible. Rash decisions (such as shooting back) may result in lives being lost, and that's not what we want.

  69. 12) Explain how a felony stop is conducted, step-by-step. (3p)
  70. A driver is indicated to pull over through flashing lights and occasionally a megaphone. Once the driver has decided to pull over, the main unit parks behind them at a 45 degree angle and calls the felony stop in through their radio, awaiting an additional one or two units (dependant on how many are available). During the waiting time, no attempts at executing the felony stop alone are made and nobody exits their vehicles.

  72. When backup unit(s) arrive, the secondary unit parks straight on the left of the main unit and the third unit (if available) parks directly behind the main unit. Now that the structure is done, the secondary unit exits their vehicle and takes cover behind the doors alongside the third unit (if available). There on in, these units hold the driver and passenger(s) (if available) at gunpoint, while the main unit gives instructions through a megaphone.

  74. More precisely, the main unit can now tell the driver to switch the engine off and throw the keys onto the road, also informing them that their other hand should be kept visible at all times. Reasonable suspicion gives the Police Officer the right to stop and question an individual if, based on their training and experience, there is reason to believe that the individual may be up to something they shouldn't be up to. However, it does not give them the right to detain or search them. Whereas, probable cause gives the Police Officer reason to detain and search someone based on their reasonable suspicion being sufficient and evidenced enough to do so.

  83. 14) How does one call in a pursuit? (1p)
  84. One calls in a pursuit through reporting to all units (using TeamSpeak 3 Client) that they're engaged in a pursuit whether it be foot or vehicle. They can do this through stating the following, their callsign and that they have currently got themselves into a 10-57-V or 10-57-F, telling all responding units to switch to TAC 1, TAC 2 or TAC 3 for more information. When more units arrive, the leading unit must continuously update everybody in TAC of the pursuit status and location (including any turns the person or vehicle is making).

  87. You must first call the action in over the radio, and await a response from the lead unit in the pursuit. Once the lead unit grants permission to be overtaken, only then may you proceed to overtake said unit.

  93. The taser can become most effective when physical discipline has failed, and an individual needs to move onto the next level in the force matrix. It can be deemed most effective because it periodically disables another individual for a certain time period, giving us enough time to proceed with any actions necessary in the meantime.

  95. 18) When an officer is moving in to secure a suspect with handcuffs, what should the officer do with their weapon? (1p)
  96. Upon a Police Officer moving in to handcuff an individual, the other Police Officer on-scene should keep their weapon aimed at the suspect in a location which doesn't obstruct their colleague and allows them to neutralise them, should the necessity come during the procedure. The weapon should mainly be aimed towards the suspect's centre of mass, but depends solidly on the other Police Officer's location.

  98. 19) Explain the full procedure for detaining a suspect, declaring him that he is under arrest, how to process him, and any other steps involved in the arresting procedure. List all steps as they would occur. (3p)

To execute the aforementioned procedures flawlessly, a Police Officer must restrain the suspect with the use of handcuffs, whilst verbally communicating with the person to inform them of the act. Afterwards, the Police Officer should question the suspect for any items which pose a threat to individuals before executing a frisk with their leather gloves on. Any contraband material located on the suspect should be hidden in an evidence bag, and labelled appropriately for evidence.

  101. Consequently, the Police Officer should inform the suspect of their arrest through reading them their Miranda rights, repeating them thrice upon the suspect failing to understand. The suspect should then be placed into the rear seating of a cruiser, being secured with a seatbelt prior to transportation to an appropriate jailing centre.

  113. To lawfully execute a PIT manoeuvre, an individual must inform any other vehicles responding to that particular pursuit that they wish to perform said manoeuvre. Thereafter, they should gather any opinions given and take everything into consideration. Upon being certain that no obstructions are present and the PIT can be performed safely, the individual may then announce the manoeuvre over the radio and align their vehicle south-west of the suspected vehicle.

When the individual acknowledges that their vehicle is perfectly aligned with the rear of the suspected vehicle, they may proceed to strike their wheel whilst accelerating forward and steering towards them and maintaining speed. After executing the manoeuvre successfully, the Police Officer should continue to maintain their speed and permit the following cruisers to box the vehicle in.

Police Officers should go to Police Officers III+1. Police Officers III+1 should go to Sergeants. Sergeants should go to Staff Sergeants. Staff Sergeants should go to Lieutenants. Lieutenants should go to Captains. Captains should go to Commanders. Commanders should go to the Assistant Chief of Police, who then goes to the Chief of Police. These should never be mixed, and punishments can be faced for doing so.

  121. Internal Affairs are a vital part of the Los Santos Police Department, ensuring that everything runs smoothly on a day-to-day basis. Individuals inside the Internal Affairs handle any reports against current staff members inside the force, and make sure that appropriate punishments are issued where necessary.

  124. To unload a Glock 22 firearm, an individual must exhibit the weapon in their dominant hand before pushing the magazine release button. During this process, the magazine will slowly slide out from the firearm and should be withdrawn with the individual's spare hand and not caught because it can slip. After doing so, simply place the magazine onto a surface, inside a kevlar pouch or a pocket.

  134. These consist of lethal, non-lethal and misc. items which are typically issued to a Police Officer I upon being promoted to the rank. Lethal items consist of a Glock 22 Gen 4, non-lethal items consist of of a X-26 taser, OC pepper spray and an ASP baton. Whereas, misc. items involve some Smith & Wesson handcuffs, a standard kevlar vest, Motorola radio, duty belt, leather gloves, and dispatch device.

  140. I stay in my cruiser and quickly call in a backup unit to assist me in the traffic stop based on the newly discovered information. I do not continue until the backup unit arrives to assist me. It would not be a felony stop because the APB is only for a misdemeanor and those do not fall under felonies.

  143. I wait until the vehicle is in a PIT-friendly environment and request permission to perform a PIT on the vehicle through the radio, from the highest rank engaged in the pursuit. Once permission is granted, I proceed with the PIT. However, if the vehicle continues to endanger civilians, I must request permission to shoot the tires out instead, to prevent further danger from arising and the suspect from fleeing.

  146. I would follow the vehicle with my strobes on to draw their attention, but upon failing I would briefly sound the siren a few times. Alternatively, the megaphone could be used to order the vehicle to pull over. Once the vehicle successfully pulls over, I would park my cruiser behind them at a forty-five degree angle towards the left. I would then instruct the vehicle engine to be turned off, prior to informing dispatch about the situation.

  148. Subsequently, I would step out my vehicle and appropriately approach while giving the rear-end of their vehicle a push to ensure the trunk is closed. I would then shuffle forward to the appropriate section of the vehicle, introducing myself to the driver in a formal tone. I would then proceed to report the Sergeant to the Internal Affairs alongside dashcam evidence to support their wrongdoing and ease of investigation. No matter of their rank, they should know better than to do wrongly and breach departmental rules.

  160. 33) A suspect who is currently fleeing on foot takes a dive into a nearby river. What are the steps you take to lead up to his arrest? (2p)
  161. Immediately request a marine unit to be deployed as backup, giving them according information and directions to finding the suspect. Until the marine unit arrives, I would keep on the suspect to the best of my ability without jumping into the river myself, while continuously updating the marine unit en route of any diversion or movement the suspect makes in the water.

Afterwards, I would inform them that if they fail to comply, I will have to call a supervisor down to the scene. There on in, we proceed to take the felony stop procedure and have the individual placed in cuffs, searched and arrested for the APB.

While awaiting SWAT and the other units, I would setup a parameter with barricades and would escort everybody behind the parameter. I would not move in unless with backup or SWAT on-sight and requested to do so.

  180. Unhesitantly take numerous steps back to give myself some time for deployment of my lethal firearm. Thereafter, I wouldn't think twice about shooting the individual to death because they're causing a direct threat not just to myself, but to the people around them while flailing a knife around with intent to harm. In these situations, it's either us or them and we're here to protect the civilians. We fall under civilians too and have rights to defend ourselves while serving other civilians also.

  182. 39) You receive a 911 call about a distraught male threatening to commit suicide. The subject is standing on a medium-height building in a crowded area. What would you do to contain the situation? (4p)
  183. I immediately call for additional units for support, and then proceed to ask the SWAT whether or not they currently have any available negotiators. Meanwhile, I setup a perimeter and control the crowd behind the barriers to give the emotionally unstable person threatening to commit suicide some space. I attempt to distract the person from their objective to the best of my ability, until the backup and negotiator(s) arrive on-scene. There on in, I take orders from the scene commander and ensure that everything is under control.

They seem to be shouting, laughing and occasionally kicking the downed person with their feet. The man does not seem to be reacting to their actions.   186. I give the individuals a final verbal warning before advancing onto guiding them away from the downed person via physical contact on their arms though with little to none force applied. I cannot repeat myself too many times, because it'll lead to no efficiency in my work. If the individuals assault me during this movement, I would simply deploy my taser and inform them that they will be tasered if they do not disperse from the area immediately. Other than that, I would call for additional units to do the same and to quicken the process. Moreover, I would also call for an ambulance to check out the downed man due to the lack of reaction received from the abuse suffered.

  188. 41) You are on solo patrol and suddenly notice a number of people running out of an alleyway. You decide to park next to the alleyway and peek through. You would notice a man running in the opposite direction with a bloody knife in his right hand.   189. I instantly memorise any details about the individual that enlighten my mind and call for additional units, while rushing over to the injured woman with my medical kit. Meanwhile, I likewise call for an ambulance and aid the woman to the best of my ability until arrival. I also ensure that the area is clear and setup a perimeter around the location, as soon as the ambulance arrives and I inform the medics of the injuried woman's status and the situation. Thereafter, I ask whether or not the medics require any support. If not, I proceed to scan the vicinity for any suspicion or evidence (such as CCTV cameras) which can be reviewed to help the investigation process. Other than that, I can inform the Detective Bureau and have them investigate the location for anything I may have missed personally.

  192. I would calmly ask the suspect to refrain from banging their head on the window, and watch their reaction to the request. I would tell them to sit still until told otherwise, and if that fails I would advance onto further action. Upon failure, I would drag the suspect from the vehicle and sit them down on the ground. Afterwards, I would watch over them as I call the Los Santos Fire Department to come down for a mental evaluation of the individual, before proceeding with any further actions.

  194. 43) You're dispatched to a 911 call about a shooting in Blueberry. Being the first unit on the scene you don't see anything. Upon backup arriving, I would scan the area and locate any suspicious individuals which would be frisked for weapons and arrested upon finding one. Dash cam footage and body cam footage would be reviewed after concluding the operation, to see any further details.

  198. A frisk evolves around restraining an individual with handcuffs, and asking whether they have anything on their person that may harm you whilst executing the frisk. Before beginning, you must apply leather or latex gloves onto your hands unless allergies are present. You should start to use your palms to run them around the individual's silhouette, starting from head and ending at their feet. Upon feeling any contraband, it should be removed and placed into an appropriately labelled evidence bag.

  201. The force matrix should be applied to all policing situations, and helps to escalate situations for the better of the state and all parties involved. It utilises levels which allow Police Officers to accordingly justify and judge which level should be applied to each and every situation they face. These levels include marked police presence, verbal contact, verbal commands, physical contact, physical containment, enhanced containment, lethal deployment and lethal force.

These are usually executed when suspects fail to comply with all previous force matrix levels. Finally, lethal force is the usage of lethal actions against any individuals. During these situations, Police Officers are ordered to shoot to kill, rather than shoot to injure and only happen when someone poses a danger to society.

I would engage myself in the situation through requesting additional units, as I attempt to calm the situation and interact with the Captain to stop him from punching the civilian through verbal communication first, prior to making physical contact with him to get him off. Upon backup arriving, I would give them a further insight as to the situation and allow them to deal with the situation. The Captain should therefore be detained and held until they have been adhered to by a superior. Either way, the Captain would be reported to Internal Affairs for further investigation.

  212. 47) You come across an apartment block that has an alleyway. You pull up there and see that there is a person robbing an old lady in the alleyway and has his weapon brandished. What do you do at this point? (4p)

I would withdraw my own firearm and hold the suspect at gunpoint due to him already holding a firearm in their hand, ordering them to drop the weapon onto the ground and raise their hands above their head. If the suspect raises the weapon, I would shoot to kill because personal and civilian lives matter most and shouldn't be endangered. Otherwise, I would simply move in and proceed with the usual arrest procedures.

  215. 48) A shootout breaks out in Glen Park. You are the only unit on-scene and the suspects who are armed are escaping in a black Huntley. A civilian who was caught in the shootout is now left for dead in the middle of the street. What do you do? (3p)

Immediately call for backup units, giving everybody a precise description of the fleeing vehicle (including plates), the direction it was last heading and any details which may further assist the units which are en route (such as the fact that the suspects are armed and SWAT may be required at a later stage). Meanwhile, I call for an ambulance backup and attend the civilian to the best of my knowledge and capability, using the first aid kit from my cruiser.

Thereafter, I would ask whether they require further assistance and help them, if requested to do so. Other than that, I would search the ground and local environment for further evidence which can be found and have fingerprints recovered from.

I would setup a sufficient perimeter around the location in which the suspect has barricaded themselves within, and call for backup including SWAT since we have no idea whether the suspect possesses any firearms on them. I take cover and wait for backup to arrive, before moving in and allowing SWAT to clear the property.

  226. You have the right to remain silent. Anything you say can and will be used against you in a court of law. You have the right to an attorney. If you cannot afford an attorney, one will be appointed for you. Upon a suspect failing to respond and ignoring a Police Officer, you must reread the Miranda Rights and ask whether they understand until they do. These should be read before questioning someone.
