Global Local Mod Clean-up

Mentioned in the Art thread, since we need new Art and Off-Topic local moderators, why don't we take this opportunity to do a mass removal of inactive local moderators and a mass recruitment of some fresh meat. This hasn't been done for a while and is over due in my opinion anyway. I'd be more than happy to set up a thread and get some applications in (unless anyone else or an admin is preferred) but first I think we should get a list of local mods on each board, find out which of them are doing their jobs and decide on numbers we need for each board. Any ideas how we could do this? And are the higher ups okay for this to go ahead?
