Cole seals alleys

Cole shot freeze-foam at the patrolmen on Flag Street, but they did a better job this time diving for cover among the many levcars stuck at a standstill. Changing tactics, Cole sealed up the mouths of the alleys across the way before the oncoming patrolmen could emerge. If he couldn’t trap them, at least he could slow them.
