- As per this policy review thread, the CAP Metagame has a council to oversee the balance of the CAP Metagame. This post serves to introduce the five members of the CAP Metagame Council and outline the nerfing process for CAP Pokemon.

- @Jho
- Jho's longstanding Pokemon experience is important for the CAP Council, giving us on-hand perspective of competitive Pokemon history. His more recent tournament placings include winning the 2017 Winter Seasonal, Top 4 in 2018 Summer Seasonal, and Finals in the Jumbao playtest. With his surge of forums activity, including working on analysis and the VR, Jho's presence on the council cannot be understated.

- With experience in OU C&C and organization, Jordy has helped to restructure a lot of the metagame's resources, shoring up many threads like Good Cores, managing Sets VR, serving on the VR team, and revitalizing the Analysis QC team. Debuting in CAPTT4 and playing CAP Fall and Winter Seasonals, he's experienced in the metagame's more recent tournament scene. With his hard work ethic and influence, Jordy makes for an integral addition to the CAP Metagame Council.

- Taking an even more active role on forums in recent months, Mx's positions on the VR, sets VR, and analysis QC teams, as well as manager for the CAP Role Compendium, show his dedication to metagame resources. With many tournament placings, including 2nd place in the 2018 Winter Seasonals, 2nd place in the Pajantom Playtest, 2nd place in CAPTT4, and 1st in 2017 Summer Seasonals, Mx has performed well consistently over time. Additionally, Mx's position as CAP24's movepool leader shows his familiarity with the CAP Process. With these qualifications, Mx's position on the council is very appreciated.

- As one of the metagame's most knowledgable players, SHSP brings together CAP Process and Metagame experience together. Having served as Typing TLT for CAP24, joined the CAP Moderation team in late 2018, as well as run the Speed Tiers thread and serve on the VR, sets VR, and analysis QC teams, SHSP knows about nearly every part of CAP. Some of SHSP's tournament experience includes Top 16 in 2017 Summer Seasonals, Top 16 Jumbao Playtest, and CAPTT4 Champion.

- Debuting in ORAS CAP, snake_rattler has climbed the ranks in CAP, reaching CAP Moderator status in the summer of 2018. Serving as TL for Pajantom and as ability TLT for Kerfluffle and Caribolt/Smokomodo/Snaelstrom, as well as contributing heavily to CAP24, snake_rattler knows the ins and outs of the CAP Process. In addition, his metagame experience is vast, participating in CAPTT3 and leading the Pernicious Pajantoms in CAPTT4. snake_rattler's intimacy with CAP's more recent history will be important perspective for his position on the CAP Metagame council.
- Below is the procedure that the CAP Metagame Council will use for nerfing CAP Pokemon:
- 1. The CAP Metagame Council identifies a broken/unhealthy threat. Input from the metagame discussion thread, Discord, high-level tournament replays, etc. are ways the community can voice their concerns to the CAP Metagame council.
- 2. The CAP Metagame Council begins a thread. The OP, written by the CAP Metagame Council, summarizes why the Pokemon is broken. Metagame shifts, game mechanics changing, or OU bans can be potential points. The CAP Metagame council will also include a checks and counters list. Hard-counters to soft-checks, hazard damage, relative ability to switch-in, etc. should be considered. Keep in mind that with the broken Pokemon in the metagame, we can continue to understand why it is broken.
- 3. In the thread, the community discusses the simplest solution(s) to making the CAP not broken. Here, we can well-define a new list of checks and counters. Some solutions may be changing its ability to one that's similar but not as good, reducing its speed tier, removing some of its bulk or attack, or removing a certain move or two from its movepool. The community will play a huge role in identifying what solutions are available, but CAP Metagame Council will have the final say on what nerf is implemented. Keep in mind that the nerf(s) that is(are) implemented MUST preserve the identity of the CAP (i.e. Necturna uses Sketch, Pajantom uses its powerful trapping move, etc.).
