I think our current system with legendaries is woefully inadequate and needs an overhaul. Here's a preliminary system. Can expand on any if asked, otherwise will only explain ones that may seem out of left field

Rarities - Many, Some, Few, Unique/Other
Power - Low, Medium, High, Deific


Kanto


Legendary Birds:
Rarity - Some
Power - Low

Mewtwo:
Rarity - Unique/Other
Power - High

Mew:
Rarity - Few
Power - Medium

-Would be low but they can learn nigh on any move and transform

-First/Origin Mew:
Rarity - Unique/Other
Power - High

-Sorry abs but uh... Nothing in lore actually supports even the first Mew being a god =/

-Tree of Life Mew:
Rariry - Unique/Other

Johto


Legendary Beasts:

-They were revived by Ho-oh, but between nothing stating they can't have kids and the existence of some while the Ecruteak ones were statues, seems they may not be unique

-These things not only can cause weather disturbances, but have forms for going through other worlds (Therian)

-They can raze a region, but that doesn't mean they are actual gods

-Plasma modified the steel type ones to be killing machines. The normal ones are likely still terrifying, but weaker

-There's actually nothing out right calling these gods. Not even lore on worship. They may merely be just linked heavily due to feats rather than be literal gods

-This thing can drag Dialga and Palkia through its rings. That's not even a potential error - Lati have the same battle background, but no ring in the opening while the Creation Trio do, plus official art work shows them coming out of the rings. This is all ignoring the anime, to boot
