Anchor text spam.

Check the archive.org and look what type of content and interlinking has been done.

Check The Who.is data for long periods of a domain not being used. Domain parking is normal and okay, though.

Also checking for a previous indexed version of the website. “Site:Domainname.com”.

Also a google search for: “Domainname.com” to see what comes up.
First thing I do is check in way back machine and then proceed to make full check. No easy way here, you need to check a few things to make sure it is penalized or not.

1. mysite.com -- if you see it within the first couple pages... usually okay, just means you need to brand yourself better if you're not ranking higher.

2. mysite com -- remove the . (dot) and if you're not within the top couple pages you got some issues.

Now if you just started then give it more time, but if you're looking to buy a PBN or website domain then this could be bad news and to stay away from it.
