  5. Article 1 - Bodies of the Concordat Alliance
  6. Section 1) Existence of the Alliance.
  7. It is hereby declared that the Concordat of the Proletarian Alliance (“Concordat”) be formed as a military, diplomatic and economic alliance between all of its member states.
  8. All nations within the Concordat Alliance (known as Member States) are bound to this charter. The Concordat Alliance is designed to safeguard and protect the proletarian of this world. It is a treaty of friendship, cooperation and mutual assistance between comrade nations.

  10. Section 2) Responsibilities of Member States:
  11. 1) Military
  12. i) Member states must provide military assistance to all member states when conducting a defensive war or a pre-emptive defensive offense and its following war, if any.
  13. ii) Whether an offensive strike is a pre-emptive defensive strike is to be decided by a majority vote by the Concordat Strategic Initiative Committee (“SIC”).
  14. When the Concordat Alliance and any of its member states are at war all member states must obey the instructions of the Executive Director regarding military strategy, tactics and operations.
  15. i) Member states are not required to defend other member states that provoked its aggressor.
  16. ii) Whether a defending nation provoked its aggressor is to be decided by a majority vote of the Concordat Assembly where the Union of Soviet Socialist Republics (USSR) holds two nominal votes.
  17. i) Member states are not required to defend a member state who has aggressively begun an offensive war unless the aforementioned member state is facing an existential crisis OR another member state is facing an existential crisis whereby member states of the Concordat Alliance entering the war has a genuine prospect of saving the threatened member states.
  18. ii) Whether a member state is facing an existential threat will be decided by a majority vote of the SIC.
  19. i) Only a majority vote of the SIC with a positive vote of either the Executive Director or the Secretary Director may decide for any member state to begin, or join, an offensive war.
  20. ii) No member state may begin or join an offensive war that is not approved by the aforementioned process.
  21. 2) Diplomacy
  22. i) All member states rely on the Concordat for the forming of their foreign policy.
  23. ii) Member states must not act in contrast with Concordat foreign policy.
  24. iii) All member states must listen to the instructions of the Executive Director regarding diplomacy.
  25. Member states must provide diplomatic assistance to other member states as instructed by the Executive Director.
  26. 3) Member states must also provide economic assistance to other member states as instructed by the Executive Director.
  27. 4) Member states must never release confidential information that threatens the security of member states of the Concordat as decided by the Executive Director.

  29. Section 3) Exodus of a Member State
  30. A member state may leave the Concordat Alliance upon request to, or instruction from, the Executive Director.

  32. Article 2
  33. Section 1: Structure of the Concordat Governance:
  34. As ministers have delegated authority from the Executive Director at any time the Executive Director may withhold any or all of the minister’s powers.

  36. 1) The Executive Director serves the Concordat Alliance as the head and leader. His role in the USSR is similar, but not defined in this constitution.
  37. i) The Executive Director has the power to amend the Constitution at will
  38. ii) The Executive Director may take whatever actions necessary to maintain the security of the Concordat.
  39. iii) The Executive Director has the power to order nuclear strikes.
  40. iv) If they are removed then the Executive Director is to be elected by popular vote by the entire Concordat Alliance. The SIC will organise when the election will be held.
  41. v) If the Secretary Director runs for and wins the office of the Executive Director they immediately vacate the office of the Secretary Director upon taking office of the Executive Director thus triggering an election for the Secretary Director.
  42. vi) If any minister of the SIC runs for and wins the office of the Executive Director they immediately vacate the office of their ministry upon taking the office or the Executive Director.
  43. vii) In the absence of the Executive Director their roles, responsibilities and powers go to the Secretary Director.

  46. 2) The Secretary Director serves the Concordat Alliance as the second in command of the alliance.
  47. i) This office has delegated authority of the Executive Director of all matters and has no limit to the Executive Director’s powers unless overruled by the Executive Director.
  48. ii) The Secretary Director has the right to overrule or remove the Executive Director with a majority vote of the SIC where the Executive Director does not get to vote.
  49. iii) The Secretary Director is elected every month by a majority vote of the Executive Director, Ministers of the SIC and Representatives of member states in the Concordat Assembly.
  50. iv) Neither the Executive Director of the Concordat nor the Supreme Premier and the Head of Union of the USSR may run for Secretary Director.
  51. v) In the absence of the Secretary Director their roles, responsibilities and powers go to the SIC for the SIC to only utilise with a majority vote.

  54. 3) The Strategic Initiative Committee
  55. i) The SIC is to be made up of the Executive Director, Secretary Director and Concordatees who are approved by both the Executive Director and the Secretary Director.
  56. ii) Members that overlap in the Concordat assembly and the SIC only receive one vote when the Concordat assembly and the SIC vote together.
  57. iii) The following ministerial roles have delegated authority from the Executive Director detailed below. The roles will be filled by members of the SIC except the Executive Director.

  59. Minister of Development is to promote economic and technological development.
  60. i) They have authority of zoning, architecture and the planning of every city, the infrastructure within cities and connecting cities as well as the physical defenses and fortifications of the cities.
  61. ii) They control where farms, factories, roads, railroads, ports, train stations, and commercial and industrial airports are built for the purposes of economic development.

  63. Minister of Foreign Affairs conducts diplomacy and creates foreign policy both for the Concordat and all its member states.
  64. i) They have the right to negotiate with other nations, citizens, organisations and businesses.
  65. ii) The Foreign Affairs Minister may create, sign and ratify treaties.
  66. iii) The minister may control other diplomats and member state leaders and representatives and member state foreign policy.

  68. Minister of Home Affairs controls the NKDA as the Commissar of the People's Commissariat of Alliance Affairs and its Intelligence Gathering, Counter Intelligence, Counter Terrorism, and Criminal Investigation units. The office’s powers include and are limited to:
  69. The right to allow NKDA members to commit crimes, whether domestically or internationally, and thereupon pardon said members of the NKDA of their crimes, so long as said crimes were committed in the genuine belief that it was necessary for the continued security of the Concordat alliance.
  70. Foreign Intelligence Unit - The ordering of NKDA members to enter foreign land and conduct intelligence gathering operations of countries, governments, organisations and businesses whereupon sensitive information from said foreign entities is transmitted for the NKDA to receive.
  71. Counter Intelligence Unit - The conducting of investigations into citizens of the Concordat Alliance’s Member state’s loyalty and to ascertain relations to foreign espionage units.
  72. The Commissar may arrest and put to trial of any person within the Concordat with reasonable suspicion of criminality to be provided to either the Executive Director or the Secretary Director.
  73. The Commissar of the NKDA can temporarily strip members of the Concordat of their political roles pending criminal trial.
  74. All operations of the NKDA must be continuously reported to either the SIC, to the Secretary Director or to the Executive Director.

  76. Minister of War creates military doctrine and strategy, tactics and operations. Their powers are and are limited to:
  77. The positioning of military forces in friendly land and neutral land in peace and war time as well as in enemy land in war time. If no member state is at war the Minister of War may not position concordat military forces in foreign land without permission from the land owners.
  78. The ordering of military forces to build and destroy buildings, fortifications and any such armament that is decided by the minister of war.
  79. The ordering of military forces to engage in active hostilities, and therefore to attack, maim or kill. This is only to be engaged at enemies of the Concordat, when at war, or to defend themselves or to defend others during war and peacetime.
  80. Military personnel
  81. i) The appointment of military personnel or recruits to whichever branch of the minister's choosing at any time.
  82. ii) The ability to promote or demote any military personnel to any rank below the minister within the military.
  83. iii) The right to punish and arrest military personnel to be tried and potentially court marshalled by a fair trial during peacetime.
  84. iv) The right to punish, court marshall and execute military personnel at will, with proof to be provided for the Executive director when requested, during wartime.

  86. Section 3: Concordat Assembly.
  87. It is hereby declared that the Concordat Assembly be formed as the platform for discussion by members who hold power in countries that are apart of the alliance. Its purpose would be to incentivize cross-faction communication and for alliance-wide non-military planning. The Second in command of the Concordat Alliance the Secretary Director is not invited to participate in the Concordat Assembly.
  88. The Concordat Assembly is to be made up of everyone who holds a position of power within a set state that is also fully apart of the alliance.

  90. Article 4 - The Concordat Armed Forces.

  92. Section 1 - Establishment of the Concordat Armed Forces.
  93. The Concordat Armed Forces is the military designed the safeguard the Alliance's interests domestically and internationally. It will be composed of volunteers from all member states. The Concordat Armed Forces ("Armed Forces") are to be overseen by the Minister for War.

  95. Section 2: Branches of the Armed Forces
  96. Concordat Army - responsible for all ground-based military affairs.
  97. Concordat Navy - responsible for all naval-based military affairs and navally transported nuclear weapons.
  98. Concordat Air Force- responsible for all aerial-based military affairs and aerially transported nuclear weapons.
