  1. [!] OUT OF CHARACTER APPLICANT INFORMATION
  2.
  3. Steam Name:
  4. Steam ID:
  5. Timezone:
  6. Previous server infractions: Two minor warnings, one for mingerunning and one for using logs on OOC.
  7. Have you had any experience roleplaying as a CP? If so, give examples of such experience(s): No, I don't have any experience as a CP.
  8.
  9. [!] COMPREHENSION
  10.
  11. How does Civil Protection work in HL2? How does it work on the server?:
  12.
  13. Civil Protection is like police force of the Universal Union. They are used to protect the sociostability in the City in a brutal way, by re-educating citizens who disobey the rules or even kill them (amputate) if necessary. They consist of regular citizens who joins the Civil Protection to have their poor families live a 'better life'. If we were to compare The Civil Protection system in the server and The Civil Protection system in Half-Life 2, the first thing that we notice would be the ranking system. In Half-life 2 they are all the same rank while we have levels that go from i7 to RL on our server. We don't get much information about Civil Protections in Half-life 2 but from what we can see we can say that all of them are brutal, and they don't care about human lives, but on our server, they have emotions and even mercy depending on their ranks. Even though, as I've stated above, we don't get much information about The Civil Protection System, but there are still some similarities. First of all, they are bullies and savages in our server just like it is in Half-life 2. They punish the wretched citizens in a brutal manner just like in Half-life 2.
  14.
  15. What purpose does Civil Protection serve in a governmental manner? How are these purposes fulfilled in Half-Life 2? In the server?:
  16.
  17. Civil Protection is a part of the Overwatch, which is the general name of Combine's military and police forces in the system that they've created on Earth. They are the police force, yet much more brutal and ruthless, and they are affiliated to the Universal Union. Civil Protection also can be used to oppress the resistance movement and anti-civil act. However, Overwatch Transhuman Arms are mostly used to suppress the resistance movement, especially in a major status. Their primary objective is to keep the sociostability in place, and they are under the supervision of Dispatch while doing so.
  18.
  19. Their cruel acts and excessive punishments are used to maintain the population in the Union-controlled cities suppressed, and that affects the people ICly too. For an example, people won't try to take out a unit, or they won't try to run away from you if it's only re-education unless they guaranteed it. They won't act kind to the citizens to keep the 'suppression act' going, however, they will prioritise loyalists over the normal citizens when it comes to judging, etc.
  20.
  21. What is your OOC motivation for joining Civil Protection?:
  22. I've always applied for the factions that required passiveRP, and I'd like to try some action-packed roleplay. I am also not familiar with CombatRP except getting hit, so I think that would also enhance my roleplaying experience.
  23.
  24. What kind of roleplay do you expect to find in the Civil Protection and/or be willing to perform in the CP?:
  25. I am expecting a lot of passiveRP aside from all the action-packed roleplay, also a lot of patrol and combat roleplay too.
  26.
  27. Explain what you think/know a robocop is, and why it is good/bad and how you will react to this phenomenon:
  28. A robocop is when a Civil Protection Unit acts emotionless like he doesn't have a heart, like a robot as the name 'Robocop' suggests. It's a bad thing for roleplay, and this Robocop term especially applies to the lower ranks like i7s, etc. However, the important part is that sometimes doing your job as a Civil Protection Unit can be confused with being a Robocop. If someone decides to re-educate you for when you talk to him, that's not being a Robocop; that's doing your job. That Robocop was a problem back in LP, and I remember people arguing about it a lot.
  29.
  30. Why should you be entrusted with a whitelist as important as this?:
  31. I've been in the community for a while; I was accepted to the Union Medical faction first, and then Civil Workers Union faction. I resigned from the Civil Workers Union because of personal reasons, and I am also managing the spreadsheet for the Union Medical faction. I haven't abused any of my whitelists and I won't.
  32.
  33. How does the Universal Union work in a governmental manner in HL2?:
  34. The Universal Union or The Combine is an invader inter-dimensional empire with a powerful military. They exploit the resources of planets to make themselves stronger, and they are building an empire under the name of ''Universal Union''. The Universal Union invaded The Earth in just seven hours with its military, and now they are exploiting its resources including manpower.
  35.
  36. How does the Dispatch Overvoice work via CP-based communication?:
  37. Dispatch, also known as The Overwatch Voice is an Artifical Intelligence that manages The Overwatch by ordering them on what to do and notifying them about any anti-civil act going on in the city. Dispatch uses cameras, scanners, and cameras on a unit's suit for surveillance. If Dispatch gives you order, other civil protection units, rank leaders, OTA units or even CAB cannot cancel that order. So her order is prioritised and not obeying to her order will be 99; Reckless Operation.
  38.
  39. What is the reasoning behind the prosecution of citizens behind closed doors?:
  40. Universal Union wants to suppress the resistance act by giving them harsh punishments and making Civil Protection a brutal faction. However, they also want them to support the Universal Union. If people see another citizen getting re-educated or amputated on the streets, and maybe if they see their friends getting re-educated or amputated it'll just create unrest and unnecessary attention.
  41.
  42. As above, describe the reasoning behind witness sterilization:
  43. Like I said many times, Universal Union wants to suppress the resistance act. They promote the Civil Protection, and they are trying to make other people afraid of them. Just like the Zande Warriors. And if people see a dead unit It'll only provide them with courage to go against them which will make the resistance stronger. Loyalists, seeing a civil protection unit dying will also make them feel insecure because they are supposed to protect the socio-stability. Which might make them drift to the resistance path.
  44.
  45. What equipment are Civil Protection officers granted access to? Under what circumstances does this change?:
  46. All Civil Protection Units possess unique items that were specially designed for the Civil Protection usage. Wearable items include modified PMG gas mask, which was amended to include special combine technologies. Special Kevlar, toolbelt, gloves, etc. They also have utility items, like grappling hook which is attached to their utility belt. Zip ties which used to tie someone up, mainly used when searching (OOCly you can't search someone without a zip tie, except /plysearch). A 6-inch blade which is for cutting the zip ties. And they have weapons! The first weapon that you are given in your first rank i7 is the stunstick. It's mainly used for re-education, and it cannot be used in a skirmish. The second weapon that you are given in i6 is Heckler & Koch USP-M, it's the first firearm that you are given, however, as an i6 you can't be a part of a PT-TAG even though you have a firearm. The third weapon that you are given in the rank i3 is Heckler & Koch MP7-PDW. The fourth and the last weapon that you are given in the rank i2 is Heckler & Koch MP7A1.
  47.
  48. [!] SCENARIOS
  49.
  50. You're conversing with a citizen when Dispatch says; 'YOURTAGLINE-9, cease 19 with 10-91d, avoid 99.' What do you do?
  51. I'd obey the dispatch, and I'd tell the citizen to Move Along, and stop talking to him to avoid a reckless operation while resuming the patrol.
  52.
  53. A CP in your assigned protection team has been labeled as 'autonomous' by Dispatch, and you've been ordered to carry out the revocation of his civil status. What do you do?
  54. If the unit that has been labelled as autonomous by dispatch didn't know that, I'd, first of all, take him to the high priority region for witness sterilisation, and if I'm an i7, I'd ask for a backup to the place that I am taking him. If I am not, I'd use the element of surprise to my advantage and take care of the autonomous unit with my weapon.
  55.
  56. On your first day as a CP, a lone citizen runs up to you with a weapon in his hand - a stunstick that he had taken from another unit. He'd attempt to hit you; how do you respond to this?
  57. I'd first of all, get hit by the stunstick attack as an i7 I wouldn't be able to dodge it or anything. However, my suit would be able to absorb the damage or at least prevent him from knocking me out, then I'd strike back with my stunstick. I'd probably manage to knock out the malnourished citizen and when I managed to knock him out I'd take him to a private place and amputate him. "Administrating terminal verdict to 647E, 243, ADW."
  58.
  59.
  60. Having been assigned to remain at a city-based checkpoint with a few other armed units (likewise yourself), one individual armed with an MP7 and a typical rebel uniform opens fire on your position. What do you do to try to apprehend him?
  61.
  62. I'd, first of all, take cover while firing at the location of the individual to provide cover fire for other units to get to the cover, too. When we are all in cover, I'd ask for backup and try to hold my position until the backup arrives. "11-99, Requesting 10-78 to the 10-20 [LOCATION], 34S (and if a unit was shot I'd also put 10-52)"
  63.
  64. While patrolling alone around the control sections, a priority five citizen asks you to come with him and insists that it is important. He refuses to explain what the situation is or where he intends to lead you. How do you respond?
  65. I'd, first of all, try to get information about the situation or where he wants me to go. If the citizen refuses to give information, I'd ask him to move along because it might be a trap. If the citizen keeps insisting on it, I will give him a second warning. If he still keeps insisting, I'd take him to a private place for re-education. "Administering terminal verdict to 10-91d, 15 and 105."
  66.
  67. While patrolling in a PT of yourself and another unit, the both of you at intention seven, you discover a citizen on the ground with an apparently injured leg. Nobody else is around, and she seems to be in severe pain. How do you respond?
  68.
  69. I'd tell the other citizens around the injured citizen to call a Union Medical worker, as an i7 I'd be emotional just like a human. However, I won't do anything else, and I won't bother with the citizen anymore. Civil Protection's duty is to protect the socio-stability and Union Medical workers has to be the one who deals with injuries.
  70.
  71. A citizen wielding a baseball bat is reported as having been spotted near the subway station below control section three. As an intention five unit with a partner of the same intention, the pair of you heads in to investigate. You spot the reported bat-wielding citizen in a threatening posture having a heated discussion with another citizen. How do you proceed?
  72.
  73. I'd, first of all, take out my Heckler & Koch USP-M and go "Protection-Team, 10-17." and get down to the subway station. When I stop the bat-wielding citizen, I'd tell him to stop and drop the bat to the ground. If he doesn't resist and drops the bat. I'd take him to a private place for amputation. "Administering terminal verdict to 647E, 94; Baseball bat." If he doesn't react to us and he tries to attack the citizen, I'd shoot him in a safe angle with intent to kill. "647E amputated, 94; Baseball Bat, 148. Sterilising." He wouldn't try to attack us anyways for the sake of FearRP, but if he does, I'd again shoot the citizen.
