every website not consume similar resources. some consume high and some low.
and some website load may be high or low.
if you run static website than you host more and more websites.
but wordpress and cms type website eat so many resources.
instead of any term and condition you can do some plans setup e.g
you can set different plan for cms type website[high plans]
and low plan for static websites.

it is difficult to tell how many website you actually host.

It's IMPOSSIBLE to say how many websites you can host with acceptable performance on a VPS, regardless of the specs. Websites can be very different and WordPress in particular can be blazing fast or ridiculously slow depending on many things.... themes, plugins, caching, version of PHP etc etc.

it is difficult to tell actually how many website you can host because each and every website not consume same resources.
