In one timeline, during the Silver Millennium, Earth had a number of more minor monarchies subordinate to its overall ruling government. A more accurate title for the Earth's ruler would probably be "high king/high queen" or "emperor/empress". In this timeline, Beryl was actually a princess of one of these sub-kingdoms.
