  7. 4. Begin bounding mountains surrounding map
  8. 5. Large Detail + adjust large terrain changes where desired

  11. 1. Create standard road style to match/blend with terrain
  12. 2. Create bridges to standardize max road size/set standard for city design
  13. 3. Fully determine district boundaries
  14. 4. Decision on how roads will connect districts
  15. 5. Create additional terrain where roads/intended design (ie dips and slopes in terrain) is desired
  16. 6. Build/Connect roads with buildings in mind

  30. 2. Strategic placement for a dynamic environment with assets (bombable walls, functioning special areas, etc)
