Chinese government initiates nationalisation of Foxconn

BEIJING (Reuters) - China's state planning agency on Thursday announced that it has initiated nationalisation of China's largest contract electronics maker Foxconn Technology Group Inc after reaching a number of non-binding government-to-government debt financing agreements with the company, its local affiliate and state-run lenders.

The move comes amid high uncertainty in Apple Inc's largest foreign partner after it said in April it would cease sourcing from Foxconn, the world's largest contract electronics maker, in favor of its own factories.

International exposure to a Chinese contract manufacturer such as Foxconn is a severe risk for Apple given its importance in helping the iPhone maker shift towards the next stage of its product development, as well as its ability to provide continued production under contract.

Following an ongoing spate of suicides at Foxconn factories in China this year, China's central government has increased financial backing to guarantee debt service, in a move that goes further than an existing pledge to bolster the safety of the company's senior management.

China's cabinet, led by Premier Li Keqiang, last month said it was spending 110 billion yuan ($17.7 billion) to strengthen Foxconn in response to its "competing violations". The company's spokesman declined to comment on the announcements.

Global shareholders this week released reports that said China's government had contributed up to 69 billion yuan to the bonds, without disclosing whether it was the Chinese state that had actually bought them or out-of-court debt suppliers such as JPMorgan Chase & Co (JPM.N) and State Street Corp (STT.N).

In a statement on Thursday, the provincial government of Sichuan province said it had entered into a "co-operative arrangement" with Foxconn and its subsidiary Foxconn Technology Group.

"In return for the company offering a written pledge of timely repayment of the loan, it must avoid infringement of the securities laws, will fulfil its compliance to other legal obligations, as well as pay the outstanding loan amount as soon as possible," it said.

Both parties committed to providing the state-owned Development Bank of China (DBc) with up to 8 billion yuan in cash, Zhang Dengjiang, vice governor of Sichuan said.

Spokesmen for the developers of the financial state-owned enterprise that holds Foxconn's assets and the bank were not immediately available for comment.

"We will pay what is due. We have discussed this. We will treat it seriously," Zhang said in the statement. "At the same time, we feel that cooperating will be very difficult in the long run."

The statement did not specify whether the state party had necessarily pledged to write down the debt the company had issued to help finance its development.

In February, Foxconn announced a series of debt financing agreements with China Southern Airlines Co Ltd (6000330.SS), real estate developer Longshan New Area Co (LTR.N) and Tencent Holdings Ltd (0700.HK) (000059.SZ).

Foxconn added in April that it would limit its exposure to Apple in the future, citing concerns over some of the firm's policies as well as Apple's losses in recent quarters.

The New York Times reported last week that Apple had halted production at its Chinese factories in late April in response to fears of employee suicides, amid ongoing protests over working conditions at the factories.

BEIJING (Reuters) - China has decided to establish a Nationalized Co-Production Committee to purchase Foxconn (2337.HK) from Taiwan, which will retain a 49 percent stake in the supplier, the country's Ministry of Commerce said on Wednesday.

"Our recommendation was upheld by the state council in its meeting on April 30 and on Wednesday (April 20) the commerce minister issued his approval of it," a statement on the commerce ministry's website said.

The government decided to establish the committee to subsidize Foxconn, the manufacturer of Apple Inc's (AAPL.O) popular iPhones, for production equipment and technology, it said.

The committee, which has a budget of 200 billion yuan ($30 billion), has been launched and the new authorization period has been set for June 1, it said.

Taiwan Semiconductor Manufacturing Company Co Ltd (TSMC), which will hold the remaining 49 percent in Foxconn, is doing all it can to find a partner willing to invest in the Chinese company, the Taiwan Securities Times said on April 19.

Foxconn made a record $6.23 billion profit in fiscal 2015, its first profitable year, up 77 percent from a year earlier, Reuters reported on April 21.

Its full-year 2015 revenue was $45.3 billion, up 45 percent from a year earlier, and its profits were on an average 71 percent higher than a year earlier, the same report said.

The Siam Bell, built in 1923 and in disrepair since the 1970s, will soon be the first instance of a recently imported bird species to settle in San Francisco, according to CBS San Francisco.

The five-story, 100-year-old bell has been restored by a team of workers, including fish factory workers from Thailand, according to the news station.

The massive bell was designed by Richard and M.B. Aitken, famed wood carvers, according to the San Francisco Chronicle. The Aitkens sculpted it under the direction of the Philadelphia Civic Society, according to the San Francisco Weekly.

Because of the bell’s fame, a replica of the original bell is kept by the Society of Siam in Aitken’s original hometown of Philadelphia.

But something very different is happening at Pier 45, where the working bell will serve as the theme for the extension of the Ferry Building Tour of San Francisco, Citi reports. The metal bell will be used for a mobile display.

The bell will also be a guide for passersby, according to San Francisco Chronicle writer Catherine Garcia.

“The gargoyle makes a wide and loud rustling sound that gives the arch a gaudy appearance and conjures up ominous scenes,” Garcia writes. “The bell stands about 18 feet high, and will highlight the illuminated footings of the new Ferry Building walkway.”

The phone booth-like structure will cost $480,000, according to Spokesman Chris Cassidy, the spokesman for the City and County of San Francisco.

A second attraction inside the Ferry Building, floating art in a white basin made of steel, cost $2.8 million. That same sculpture will be placed in Central Park, according to Citi.

Some San Franciscans hope that the bell, which has been lying dormant for decades, will be restored so it can serve as a local attraction for the Golden Gate Park neighborhood, according to the Bay Guardian.

“This is a bell that’s been tucked away from a lot of people, and part of San Francisco’s history,” Jenni Minor, president of the Friends of Golden Gate Park, told the Bay Guardian.

“We have to restore this Bell to its proper condition.”

BEIJING (Reuters) - China on Thursday announced a nationalization of its largest electronics manufacturing manufacturer Foxconn and said the company would enter an alliance to build higher technology products in the country.

Foxconn Technology Group Ltd, which assembles iPhones and iPads for Apple Inc, said it would become a member of the Global Innovation Alliance (GIA), an industry group led by R&D fund ODZ Innovation Ventures, and Xinwei Tech Inc, a Guangdong-based tech company.

1. I drank them at Starbucks.

You know how sometimes you pop into a coffee shop on the morning commute? I did this once, too. It was exciting. The Ben & Jerry's flavors, with their aromatic aroma and expected textures, grab your attention.

Enter a random barista with a long bottle of ice cream and a cast-iron carving knife. It was time to get creative. She placed the scoops in two large plastic tubs and proceeded to eat two scoops at a time.

I won't deny that it was dark and depressing. But as she ended her presentation and walked away, I thought, "My new-found espresso is OK."

2. I brought my grocery bags.

Xinhua said nationalisation was a condition for the Taiwanese-owned company, which makes iPhones and iPads for Apple Inc, to be allowed to open another factory in China next year.

Nationalisation is illegal under Chinese law, although it has been done before by state enterprises to safeguard state interests in times of economic distress.

Reuters reported last month that Foxconn was bidding to build another factory in China, and the Xinhua report made no mention of the new factory, instead saying it would be nationalised.

China's manufacturing sector grew more than 12 percent in the first nine months of 2012, driven in part by the rise of Internet and mobile phones, but growth is slowing sharply this year.

The possible relocation of production could slow the pace of growth further if the factory is not localised, forcing manufacturers to use more foreign components.

Xinhua said setting up a second Foxconn factory was linked to the new government backing for electronics.

Foxconn has been accused of using sweatshop conditions at its factories in China, which some analysts have said could put it at risk of losing business due to alleged human rights abuses.

U.S. law, however, prevents Apple, Apple Inc, Motorola, Samsung Electronics, Microsoft Corp and other companies from giving orders to their contractors to abide by certain working conditions.

After the company said it would be placing a Chinese subsidiary in Austin, Texas, in May, the phone maker said it would not send the first batch of products to the United States for an expected October launch.

Apple's supplier responsibility guidelines recommend that companies avoid being the "single point of failure" when something goes wrong.

Facing pressure from U.S. firms and labour unions, Foxconn has set up training centres, requiring suppliers to stay within certain parameters, and pledged to provide greater transparency.

Xinhua said China's Ministry of Industry and Information Technology had issued a preliminary approval for the Foxconn subsidiary to be controlled by a state-owned company with long experience in the electronics industry.

China's response to persistent problems in its technology industry has been to increase the role of state-owned companies in the supply chain, in addition to local governments subsidising firms.

It was an outrageous design that made the French sports car maker a big rival to the big names on the track.

The car's launch may not have been as grand or as exciting as expected, but a few days before the Monaco Grand Prix, Renault had a new droptop ready for some enthusiasts in Monte Carlo: a souped-up, LMP1-spec R.S.01 for the FIA World Endurance Championship. Touted as the fastest car in the world in stock form, the new R.S.01 has a front engine layout, a front-wheel drive layout, and a 6.2-liter, twin-turbocharged V8 engine. With the help of its big engine and V8, it will not only be fast in road-going form, but also the open-wheel cars Renault is known for.

Chinese government initiates nationalisation of Foxconn

BEIJING (Reuters) - President Xi Jinping declared on Thursday that the Chinese government had unilaterally issued a "national approval" for Samsung Electronics Co's new LCD TV panel manufacturing plant in southern China's Guangdong province.

"In order to promote the supply of advanced film products, including panels for TVs, we also issued the national approval in the last phase of the trial," Xi told a news conference in Beijing.

"The national approval for the site is a big move forward in supporting transparency in the area of normal regulation and economic planning."

Ji, chairman of the State Administration of Press, Publication, Radio, Film and Television, has issued nearly 100 approvals for industries expected to account for about 8 percent of the economy, the official Xinhua news agency said in July.

All the approvals have affected sectors such as electronics, machinery, biotechnology, pharmaceuticals and wine, Xinhua said.

Xinhua also reported that Xi issued a regulation that requires companies with a collective reserve to inform the state and subsidiaries before launching a major restructuring.

The move comes as China may grapple with the possibility of a slowdown in the world's second-largest economy if stock markets continue to struggle.

LONG ISLAND CITY — The Archdiocese of New York's efforts to purchase a landmarked church in Long Island City where, for decades, religious-minded congregants once gathered to sing hymns, pray and sing confessions now have a new home.

Last week, the parishioners of the St. Gabriel Sanctuary Church — a seaside Greek Orthodox Church — voted to sell the landmarked property at 34-20 69th St. to St. Deoslitz Greek Orthodox Church in Sunset Park.

The sale of the building will begin this summer, said Carla Carderano, the diocese's development officer.

The future of the site remains uncertain, but the parish will build an updated revival church, a replica of the original Sea Owl Sanctuary Church, on the site, with parishioners planning a spring 2017 celebration there, Carderano said.

Carderano said the new congregation is still working out the finer details, including its architectural design and park layout. She said the sale is "very limited," with only $1.4 million being offered for the church's purchase.

Carderano said the sale went through without a hitch.

In November 2016, the archdiocese announced plans to develop the beach-side site with a "nuance" toward community development, similar to developments in the neighborhood that include a playground and public meeting space.

The parish purchased the property in 1998 for $215,000, Carderano said.

Parishioners signed off on the sale last week after learning they would be leaving the St. Gabriel Sanctuary Church, one of the oldest houses of worship in Brooklyn, at the end of June, she said.

This is not the first time the Roman Catholic church owned the historic location.

The parish bought the small, modest structure in 1963 — establishing a congregation on a pier by Pelham Bay Park. It moved its main sanctuary to a more accessible location several years later.

But when St. Gabriel tried to reopen the old church earlier this year, the pastor was instructed to dismantle the structure. The leader of the congregation alleged that the archdiocese was trying to reclaim the property by buying it off them.

But Carderano said St. Gabriel's former minister, Marta Christian, told DNAinfo New York that the building was purchased as a parish building, not to be sold to "a religious organization."

Joseph DiNicola, president of St. Gabriel's congregation, alleged that parishioners were harmed by the archdiocese's buying the church.

"They made all of this just to prove they have control of this area," DiNicola told DNAinfo. "That's not right."

When asked about the parishioners' situation last week, DiNicola said the priest was unavailable for comment.

When the archdiocese acquired the parish, it also took ownership of the seaside building.

Though the church will be rebuilt, Carderano said she was still concerned the restoration church would take time and that the space would not be replicable in the neighborhood.

"This parish did this as a touchstone of community," Carderano said. Chinese government initiates nationalisation of Foxconn

BEIJING (Reuters) - “In our world, manufacturing is integrated into the national economy,” the official China Daily said in a commentary on Monday, laying out the government’s plan to take over ailing Taiwanese firm Foxconn after its planned move to mainland China for the production of Apple’s new iPhone 7.

The two-week notice was unusual and the business daily said it could be an attempt to create a rival with local expertise to Apple.

Foxconn, the world’s largest contract manufacturer of consumer electronics and the maker of some of Apple’s most popular products, said last week it would be open to a takeover bid by Foxconn founder Terry Gou, potentially spurring major changes.

China Daily’s comment ran alongside a picture of a very young teenage boy being led away from an Apple advertisement, saying Beijing was responding to an attack by hackers on the company.

“Even if these measures do nothing, they will serve to prevent more disasters,” China Daily said.

Last week Apple Chief Executive Tim Cook said profit in China was up 32 percent this year and that Apple was “excited” to witness a China expansion unlike anything seen before.

Apple is a major industry partner for Foxconn, which assembles Apple devices and has more than a third of the smartphone market. Foxconn has 1.3 million employees in China.

Reuters reported on Friday that Foxconn was scouting around southern China for a new corporate base for a potential $10 billion USD takeover of Handong Electronics Co, which makes portable hard disks and e-readers, including those from Apple and Nintendo.

In the latest announcement, he government said Foxconn is also considering shifting its headquarters to a regional headquarters in a region with a large pool of skilled workers, allowing Apple to continue to use both Taiwanese and Chinese staff in its supply chain.

“I believe this has nothing to do with Apple’s issues and that the government is addressing its own concerns about the company’s role in its economy,” said Chun Siu-lai, a professor at Hong Kong’s Lingnan University.

“The government knows that a big part of Apple’s business comes from what Foxconn does in China.”

It is unclear whether this move will involve Taiwanese or Chinese suppliers.

Foxconn said it was in close contact with its local partners. “We have maintained that Foxconn will follow the supply chain as follows: production of new products by the local contractors to start from, followed by production from the new local production centre and production in new local plants, which would be operational from October,” a Foxconn spokeswoman said.

“If the local partners decide to combine or invest in production of new products and do not require the same level of service as we do, we would be prepared to carry on to supply and service our current partners.”

The government said Foxconn would have to comply with the laws governing operating companies, making it clear in a letter dated July 30 that it could not set up a standalone and arm’s length management structure.

Representatives of Apple and Foxconn declined to comment. The two firms have agreed to cooperate on supply chain issues, and China’s state planning commission said on Monday it is working with Apple on how to do so in a fair and transparent way.

The Chinese government’s hard-line stance against companies, exemplified by the hacking attack on iPhone maker Apple’s supplier supplier, has drawn international criticism and threatens its market dominance.

BEIJING (Reuters) - The Beijing government has initiated nationalisation of Foxconn, the Taiwanese firm that assembles Apple Inc's iPhone and other products, the official Xinhua news agency reported on Monday.

Xinhua quoted Dong Wei, deputy director of the Beijing New District Public Security Bureau, as saying Beijing decided to take over the assets of the electronics manufacturer on the insistence of local officials and in a bid to improve labor conditions.

The move, if confirmed, would effectively put the Foxconn--the world's largest contract electronics manufacturer, which employs 1.3 million people around the world and had annual revenue of about $135 billion last year--on a government blacklist.

"Local authorities do not have a history of nationalising or putting public interests before private ones, and we believe nationalisation will have no negative effect on economic benefits of the company, workers and investors," the Xinhua report said.

Apple -- which has now contracted out its supply chain back to China for the first time, placing them in charge of their own production lines, rather than using the company as a supplier -- has said it has received assurances from Foxconn that they will not change working conditions.

Who doesn’t like a little stardust? They are great luxury items (ie: $500 satin-silk piece) but they are a little much when you are literally handing them over to someone.

Just imagine the claws, the teeth, the claws and teeth. I could say it ain’t my fault but a closer look at the kickstarter page shows me there are a lot of pre-orders. I don’t think the feather silk or silk is wonderful for nesting or for life in general but I am going to ignore it since I am getting my marina bunny herself.

Oh yeah, I just realized that’s a loop hole in my reason for bringing it up…

I really wanted to see if someone else was up to the task of raising the funds to have this lovely little girl fostered. I didn’t get to “blog” but you can click here to check out the kickstarter. What I do try to do is address the problem.

If I were in charge of this little girl it would involve all sorts of people joining the leadership. First of all, I wouldn’t make it a 1-on-1 and not take into account a parent’s ability to care for an orphan (ie: pre-fund raising before adopting). I wouldn’t offer to adopt her since she is still over a year old and I find it easier to help her and the person she loves to socialize themselves. The birdie needs to learn how to sit and lay eggs and can’t do that if someone is trying to change her daily routine. I would limit a little more and maintain some structure in her life for this little girl to succeed and thrive.

After a few weeks, the kickstarter campaign has passed the $6000 mark, without me becoming involved. That might be the next thing I can do but I think it is too hard for me to get the same amount of active fundraising involved. It would involve a lot of people working together and if you live in a large city there is a very real risk of your funds being snatched up before you get the chance to fully fund a puppy or kitten.

The money will probably not be going directly to me, however I will actually use a new blog more often to update and share if there are any updates, photos or videos. If the fund drops and it is going to be funded directly to me then I can use the money to pay myself for working out of the 9-5 and for the services that I need to take care of her.

The rabbit, of course, will go to the p.c’s on sites like LA Zoo. Some people will have her start at a young age or just her start and before they catch her early on in the life cycle so they can establish her exactly how they want her to be. I made the standard “they are gonna have to feed her differently because she is so different and I am just gonna say she is her own different, different, special little lady” but it’s not cool to get excited about that because this is what you would do if you were in charge of an adult. No I will simply bring her home and we will establish her routine.

The high average rate of borrowing compares with other business sectors. The idea has been developed "to maximise profit while protecting all sides' interests," a spokesman for the government's enterprises department was quoted as saying.

"Everyone involved is aware of the cost involved," the spokesman told Reuters.

The state-owned enterprises department would begin to call for bids soon, but some internal assessment of the demand for local suppliers still needs to be carried out before the state-owned enterprises bid, he said.

The initiative does not rely on a future merger of Foxconn and QWTC, he said.

The action by Judge Edwin M. G. Kealoha of the United States District Court for the Northern District of California, leaves in place a injunction issued by a judge in Hawaii last month. The decision to halt the president’s plan represents a victory for a number of Republican-led states that had challenged the legality of the policy, which will be revoked once President-elect Donald J. Trump takes office.

Advocates said the move was an indication that Mr. Trump could try to repeal the policy even before he is sworn in next month.

BEIJING (Reuters) - £100 billion ($153 billion) will be required to improve power generation, transport links and energy efficiency across China over the next two decades, a white paper showed on Thursday, a move widely interpreted as an effort to boost green energy use.

A large investment in renewable energy would help the government meet its "China's sustainability goal of making energy consumption a third of GDP by 2020," the white paper by the Ministry of Environmental Protection (MEP) said.

China's green energy use has climbed more than nine-fold since 1992 as it tries to combat the worst smog in a quarter of a century and China steps up efforts to upgrade its economy.

The MEP estimates that by 2020 China will need 473 billion yuan ($78 billion) in energy investment, with a clear need for the highest efficiency energy use, water use and local area utilization, it said.

That would be partly offset through its expansion of renewable energy and more domestic adoption of unconventional fuels like shale gas and coal-to-liquids, it said.

The report also cited plans for a controversial new year ban on new coal mines, in an attempt to avoid peak pollution levels in major industrial areas.

"Our priority should be meeting demand for energy through development of green, sustainable energy, rather than building new and obsolete coal mines," Vice Premier Ma Kai told reporters.

The MEP said it was committed to promoting a "zero-coal era" by 2020, and also called for creating a "green economy zone", similar to a financial and economic zone established in Chongqing in 2003, that was estimated to require about 1.6 trillion yuan to build.

It also called for a policy that encourages the transfer of technology and expertise from the West to China, in order to cut costs.
