(most accurate)(his Violet City strategy is unfortunately too slow, but his Magohany strategy seems on par with my Cherrygrove strategy, or even better.)

0) Mechanics :
Initial placement :
- When you see the roamers at Burned Tower, they are placed on the map.
In GS, Entei starts at Route 37, Raikou starts at Route 42, Suicune starts at Route 38.
In Crystal, Entei starts at Route 42, Raikou starts at Route 38.

Generation of Shinyness :
- The DVs of the roamers are generated when you encounter them for the first time. So as long as you don't encounter them during the main story, you can still shinyhunt them.

Movement rules :
- The roamers can only be located on 16 of Johto routes. (They can't be on Routes 28,41,42, nor in Kanto)
- More than one roamer can be present on a Route.
The roamer that will appear is randomly determined with an equal probability.
- Each of the 16 Routes possesses a list of "adjacent" Routes. (from 1 to 4 routes) (check the source of data)
- When you go to a new map by walking, going through a door, or using an Escape Rope, the roamers move.
They also move when you end a battle (1/16 chance), and when you end a roamer battle.
- When the roamers move, they have a probability of 31/32 to go to a route that is adjacent to the previous one.
Else, they are randomly relocated with a probability of p=1/32.
The movement of the 3 roamers are independant : one roamer can be randomly relocated while the two others move to an adjacent route.
- When you start the game, use Fly/Teleport, the roamers are randomly relocated.
- A roamer cannot move to a map if it is one of the two last maps visited by the player. (Unless random relocation)
-- Entering and exiting a house in a town counts towards refreshing the last visited maps.


Hunting methods :
There are two main hunting methods.

I) Resetting before the generation
I.1) Method 1 (Mainly for Crystal)
- Have a Lv40 Pokémon in your party, as well as Super/Max Repel.
Use the Super/Max Repel and get on your Bike. Register your Bike.
- Save the game right before meeting the roamers at Burned Tower.
(In GS, save right before the steps. In C, save ...)
- Meet the roamers at Burned Tower, then go to Route 37, and bike for 25-30s.
If you don't meet a roamer, reset.
If you meet a roamer, check if it is shiny. If not, reset.

Note : You can also have the Pokédex entry of the roamers and check their location once you are on Route 37 instead of biking for 25-30s.
This strategy is a bit faster since you are sure that no roamer was on the route when you reset.

GS Chances for a roamer to end up at R37 : Entei : 5.59%  | Raikou : 11.58% | Suicune : 15.69% |

This method is easily doable if you haven't completed the main story, but it gives you a higher rate of Suicune and Raikou.
Prefer Method 1 for Crystal, and method 2 for GS.

Average times :
GS : 236s = 3min 56s | GS (with Pokédex) : 188s = 3min 8s
C : 325s = 5 min 25s | C (with Pokédex) : 256s = 4 min 16s


I.3) Method 2 (Mainly for GS)
- Have a Lv40 Pokémon in your party, as well as Super/Max Repel and Escape Ropes.
Use the Super/Max Repel and get on your Bike. Register your Bike, and put your Escape Ropes in first Item slot.
- Save the game right before meeting the roamers at Burned Tower.
(In GS, save right before the steps. In C, save ...)
- Meet the roamers at Burned Tower, use an Escape Rope, use your Bike, then go to Route 37 and bike for 25-30s.
If you don't meet a roamer, reset.
If you meet a roamer, check if it is shiny. If not, reset.

Note : You can also have the Pokédex entry of the roamers and check their location once you are on Route 37 instead of biking for 25-30s.
This strategy is a bit faster since you are sure that no roamer was on the route when you reset.

I.4) Data 2
GS Chances for a roamer to end up at R37 : Entei : 26.42%  | Raikou : 8.17% | Suicune : 8.17% |
C Chances for a roamer to end up at R37 : Entei : 8.17%  | Raikou : 8.17% |
Chances to encounter a roamer :
GS : Entei : 24.32%  | Raikou : 6.82% | Suicune : 6.82% | Total : 37.95% |
C : Entei : 7.84% | Raikou : 7.84% | Total : 15.68% |
Ratio :
GS : Entei : 64.08% | Raikou : 17.97% | Suicune : 17.97% |
C : Entei : 50% | Raikou : 50% |

This method is easily doable if you haven't completed the main story and is as fast as the other method, but it gives you a high amount of Entei.
Prefer Method 1 for Crystal, and method 2 for GS.

Average times :
GS : 196s = 3min 16s | GS (with Pokédex) : 160s = 2min 40s
C :  | C (with Pokédex) : 377s = 6min 17s (too long)



II) Resetting at Cherrygrove City, Roamers in Pokédex
II.1) Setup
- Release the roamers, and continue the main story without encountering them.
For that, save frequently and prioritize wild Pokémon that aren't in the grass areas where the roamers can be. If you still happen to encounter a roamer, reset and go back to your last save.
- Have 3 Master Balls, a Lv 35-40 Pokémon with Fly, some Max Repels. (clone the Master Ball with the cloning trick)
Remove all the trainer phone numbers from your PokéPhone.

- Have the Pokédex entries for Entei, Raikou, Suicune.
 If you have another version + a link cable, you can catch them in the other version and trade them.
 If you can use cheat codes or edit your save, you can obtain the Pokédex entries.

 Else, you will have to perform the Celebi Egg Trick with Mirror Coat (Entei), Psych Up (Raikou), Exremespeed (Suicune) instead of Beat Up.
For Mirror Coat, catch a Wobbuffet in Dark Cave.
For Psych Up, catch a Golduck at Mt.Silver.
For ExtremeSpeed, you will need a Lv50 Arcanine / to use Sketch on Blue's Arcanine / the Dragon Den Dratini from Crystal.
 If you are on Gold, I recommend you to catch a wild Growlithe and evolve+train it. (if you can't have the Dratini nor use Sketch on Blue's Arcanine)
 If you are on Silver, obtain a Growlithe by using the Celebi Egg Trick with Surf. Then, train+evolve that Growlithe. (if you can't have  the Dratini nor use Sketch on Blue's Arcanine)

- If you don't want a certain roamer (because you already have its shiny form or because you don't like it), it is possible to remove it from the list of roamers.
For that, just perform the procedure until the first roamer you meet is the roamer you want to remove. Then catch it and save.
 This way, the other roamers will not have been met (so they can still be shinyhunted), and the roamer you don't want will not be roaming anymore.


II.2) Shinyhunying
- Fly to Cherrygrove City. Enter the Pokémon Center.
- Make a party with : Lv 35-40 Pokémon - Poké with Teleport.
For Teleport, you can buy a Abra at Goldenrod for 100 coins.
- Exit the Pokémon Center. Use a Max Repel, register the Bycicle, and save.
- Reset.
- Procedure :
Check your Pokédex. (The first time, maintain Right in order to quickly go down to Entei,Raikou,Suicune entries)
a) If a roamer is on R46,R30 : Use your bike, go to R29, and check your Pokédex.
(If there is one roamer on R46,30 and one roamer in R29,31, prefer going to R29.)
  a.1) If a roamer is on R29 : Go in the grass and encounter it.
  a.2) If no roamer is on R29 : Use Teleport, enter and exit the Pokémon Center, and repeat the Procedure.

b) If a roamer is on R29,R31 : Use your bike, go to R30, and check your Pokédex. (Prefer the R46/R30 case as the R29/R31 case.)
(If there is one roamer on R46,30 and one roamer in R29,31, prefer following a) and going to R29.)
  b.1) If a roamer is on R30 : go in the grass and encounter it.
  b.2)  If no roamer is on R30 : Use Teleport, enter and exit the Pokémon Center, and repeat the Procedure.

c) If no roamer is on R29,30,31,46 : Use Teleport, and repeat the Procedure.


II.3) Data
57.81% chance to have 1 of 3 roamers in R30,R46,R29,R31 and 44.44% chance to meet it.
43.75% chance to have 1 of 2 roamers in R30,R46,R29,R31 and 44.44% chance to meet it.
25% chance to have 1 of 1 roamers in R30,R46,R29,R31 and 44.44% chance to meet it.

- 3 roamers :
Ratio : Entei : 33.33% | Raikou : 33.33% | Suicune : 33.33% |
-- With 3 roamers in the wild :
Average amount of times you will have to move to R29 or R30 : 2.26 times
Percentage of times you will search for a roamer in R29 : 59.75% (26.41% average chance to find a roamer in R29 if you go to R29)
Percentage of times you will search for a roamer in R30 : 40.25% (17.79% average chance to find a roamer in R30 if you go to R30)
Average time : 3 min 4 sec

- 2 roamers :
Ratio : Entei : 50% | Raikou : 50% | (considering there are only Entei and Raikou left)
Average time : 2 min 55s (inaccurate, maybe around 3 min 30 sec)

- 1 roamer :
Ratio : Entei : 100% (considering there is only Entei left)
Average time : 3 min 49s (inaccurate, maybe around 4 mins)

III) Resetting at Magoharny, Roamers in Pokédex
III.1) Setup
- Release the roamers, and continue the main story without encountering them.
For that, save frequently and prioritize wild Pokémon that aren't in the grass areas where the roamers can be. If you still happen to encounter a roamer, reset and go back to your last save.
- Have 3 Master Balls, a Lv 35-40 Pokémon, a Pokémon with Fly, a Pokémon with Teleport, a dozen of Max Repels. (clone the Master Ball with the cloning trick)
Remove all the trainer phone numbers from your PokéPhone.

- Have the Pokédex entries for Entei, Raikou, Suicune.
 If you have another version + a link cable, you can catch them in the other version and trade them.
 If you can use cheat codes or edit your save, you can obtain the Pokédex entries.

 Else, you will have to perform the Celebi Egg Trick with Mirror Coat (Entei), Psych Up (Raikou), Exremespeed (Suicune) instead of Beat Up.
For Mirror Coat, catch a Wobbuffet in Dark Cave.

III.2) Shinyhunying
- Fly to Maghoarny.
- Beat all trainers in Routes 42 and 44.
- Enter the Pokémon Center, and make a party with : Lv 35-40 Pokémon - Poké with Teleport - Poké with Surf.
For Teleport, you can buy a Abra at Goldenrod for 100 coins.
- Exit the Pokémon Center.
- Register the bike on Select.
- Stay in front of the Pokémon Center entrance.
- Open the Bag and move Max Repels to the first slot with Select.
- Use a Max Repel.
(It takes in average 250 steps to find a roamer, so you are likely to use multiple Repel to find a roamer.)
- Reset.
(If you reset during the hunt, you will restart from here.)

Procedure :
Open the Start menu and check your Pokédex entries. (The first time, maintain Right in order to quickly go down to Entei,Raikou,Suicune entries)
a) If a roamer is on R37,38,43,44, use your bike, go to R42, and check your Pokédex again.
(Prefer going for a unless there are 2 or 3 roamers in R42,R45.)
 a.1) If a roamer is on R42, go in the grass and encounter it.
  a.1.1) If the roamer isn't shiny, reset and repeat the procedure.
 a.2) If no roamer is on R42 when you are at R42, use Teleport. Then, enter and exit Magoharny's Pokémon Center, and repeat the procedure.

b) If a roamer is on R42,45, use your bike, go to R44 (just enter it), and check your Pokédex again.
(Prefer going for a) unless there are 2 or 3 roamers in R42,45.)
  b.1) If a roamer is on R44, go into the grass patch and encounter it.
   b.1.1) If the roamer isn't shiny, reset and repeat the procedure.
  b.2) If no roamer is on R42 when you are at R42, use Teleport. Then, enter and exit Magoharny's Pokémon Center, and repeat the procedure.

c) If no roamer are on R37,38,42,43,44,45 : Enter and exit Magoharny's Pokémon Center, and repeat the procedure.

-- With 3 roamers in the wild :
Average amount of times you will have to move to R42 or R44 : 2.57 times
Percentage of times you will search for a roamer in R42 : 94.44%
Percentage of times you will search for a roamer in R44 : 5.56%
285/512=55.66% chance to have 1 roamer in R37,38,43,44 (or R42,45).
93/512=18.16% chance to have 2 roamers in R37,38,43,44 (or R42,45). (Both roamers need to be either on R37,38,43,44 or on R42,45.)
9/512=1.78% chance to have 3 roamers in R37,38,43,44 (or R42,45). (All 3 roamers need to be either on R37,38,43,44 or on R42,45.)

Average time : 3 min 15s


- With 2 roamers in the wild :
Average amount of times you will have to move to R42 or R44 : 2.65 times
Percentage of times you will search for a roamer in R42 : 71.79%
Percentage of times you will search for a roamer in R44 : 28.21%
34/64=53.12% chance to have 1 roamer in R37,38,43,44 (or R42,45).
5/64=7.81% chance to have 2 roamers in R37,38,43,44 (or R42,45). (Both roamers need to be either on R37,38,43,44 or on R42,45.)

Average time : Not calculated (estimated around 3 min 40s )


- With 1 roamer in the wild :
6/16=37.5% chance to have 1 roamer in R37,38,43,44 (or R42,45).

Average time : Not calculated (estimated between 4 min and 5 min)

If 1 roamer is on R37,38,43,44 (or R42,45), there is 34.90% chance to find one on R42 (or R44).
