FFXIV DRG 2.2 Pre-T8/9 BiS

//**Dragoon Patch 2.2 PRE-T9 BiS Gear Sheet**\\
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
****NOTICE:****
1) STR Weights were calculated as a Hyurr
2) As two drops for the Dragoon have been unconfirmed, there will be multiple sets posted. At least 1 of the two
          items in question will drop in Turn 9, and it is unknown whether the other piece will drop in T6-8, or
          if both drop in T9. The Two items in question are the High Allagan Cuirass and High Allagan Belt.
3) As Skill Speed will be extremely high for all Pre-T9 BiS sets due to the Liberators 44 SS, there will be another link
          for each item restriction, as posted in 2). One will be the maximum Weight possible, whilst the other
          will be the highest weight set with a -10% reduction in the SS weight. This does in fact affect gear
          chosen in solvers. As great as Skill Speed is, in most optimal BiS sets, we will have over 450+ Skill Speed,
          which will be a drain on our TP, even with Invigorate.
4) Because of how Gear Optimisation Works, in this sheet, we will jump from 493, to 496 accuracy. The accuracy cap
          is estimated to be 493-495, but it's too hard to get 495 accuracy without completely gimping out build.
