Robbery Mod

Is it possible to create a mod for GTA V with or without LUA that's similar to these two mods for GTA IV?

(I only mean the robbery feature of the Interactivity Mod, not the two other features.)

I want to be able to aim a gun at a pedestrian, press a key followed by my character saying a voice line and the pedestrian pulling up some money and giving it to me.
If the police sees it, or if someone calls the police, I will get a star.

I imagine that this is possible.
It would be great with voice lines (you don't need custom voices, you could probably use some of the voice lines already in the game as one would imagine) and animations, but even without that, it would still be great, so you could rob someone without killing them, so it's more silent and realistic too, plus very fun.


I know this is possible in GTA V. It's just a matter of making a pedestrian stop and put their hands up (in the air like they just don't care) when you point a gun at them and press a specific key. Of course, I don't want them to always put their hands up when you point a gun at them, just when you point a gun at them and press a key.
When you do so, they just drop money on the ground and then they either stay with their hands up, or they run off, or they run off and call the police.

This IS possible, or at least I'm pretty sure it is, but I'm no coder/modder.
It was made multiple times in GTA IV, though, but that's what makes GTA IV so special - its mods.
Still, this is a pretty simple mod.

When you point a gun at a pedestrian and they put their hands up, your character could use the voice lines that he uses when he points a gun at a shop clerk trying to rob a store.
The pedestrian can use their scream lines, "help," "what are you doing," "okay," et cetera. I don't know, but I think this would be possible and pretty awesome.
The pedestrian can use an animation where they put one arm in their pockets to toss money on the ground to you.

Oh, and also, police should not be able to be robbed. If you try to rob a police using this non-existent mod, you will be arrested immediately. You also cannot rob story characters, the ones that can't be killed and is relevant to the story of Grand Theft Auto V.

You will only get stars by robbing people if the pedestrian you just robbed calls the police on you, if any other pedestrian calls the police on you, or if the police sees you during the act.

The first person who makes this mod in GTA V gets 500,000 Microsoft points and a free cookie.
