OPERATION FOXCATCHER:

The Global Occult Coalition will take over duties of administering the SCP Foundation organization, as a temporary measure, in the event that the leadership of the SCP Foundation becomes destabilized to the point that they are in danger of collapsing. The following are the criteria for such an operation:

* The death or disappearance of THE ADMINISTRATOR, the de facto leader of Site 19 and possibly the Foundation
* The death or destruction of OVERWATCH COMMAND. In addition, due to the limited knowledge the GOC possess on this body, if a new circumstance comes up where their continued leadership is unacceptable to the GOC
* Any other circumstance where it appears that the destruction of the SCP Foundation leadership is imminent.

The GOC disavows any permanent leadership of the SCP Foundation, due to the contradictory natures of the organizations and the mandate in the UN charter that the Coalition does not absorb any organizations not sponsored by a member state of the UN.

Operational planning is as such:

* GOC personnel will occupy key areas within the Site-19 headquarters, and declare to the subservient locations that the GOC is currently in control.
* All anomalous objects are to be secured. This is the most important part of Foxcatcher, as the release of any anomalous objects could be disastrous to global security.
* Immediately, the organization is to be offered to other known anomalous organizations for leadership, as quickly as possible.
