Group 1 - Dodge North of Lightning Strike
Group 2 - Dodge South of Lightning Strike

This makes it super easy for flexers to see where the tethers are early.
If both tethers are in the same group, Short Tether always swaps + Tank from the other group.
Allows for less/earlier processing of the mechanic and makes it braindead/super reliable for the flexers to execute.

This allows you to:
- Ignore which tether is N vs S (don't care)
- Not have any flex prios

All you care about is if the tethers are in the same place, then you flex if you're the Short(Close) Tether, and the Tank from the other group swaps with you.  And they both already know they're doing it while still dodging the Lightning Strike and have an eternity to maneuver for it.
