I noticed that too. Maybe its a privilege only given to those that are good at stirring up chaos on occasion. I mean Verosica is a demonic pop idol and can probably draw a massive crowd of souls together for collection of sexual energy

I mean... She IS a succubus. Those demons can typically travel to Earth, since they're there to seduce mortals.

I had a theory that this was hinted at in the pilot, and that if Charlie's plan fails Heaven, Hell & Earth could be pulled into a 3 way war

It's also stated that they're in violation of the law by going up to earth and screwing around with humans, worse yet, getting caught in doing so. Yet on the other hand Verosika and her crew apparently do their little routine on the regular, to the point that her human alter-ego is famous on earth. On the divine side of things, we at least have CHERUB interceding in mortal affairs on the regular and there are probably others. I think Heaven and Hell have a cold war situation, where they're fighting proxy conflicts on earth but maintaining plausible deniability because if anyone ever made a serious move in the open, the other side would retaliate in full scale, and the cold war would immediately get apocalyptically hot.

See now that leads to another question.
If this is a coldwar scenario then how come heaven gets to go down into hell every year and slaughter souls? Wouldn't that be seen as an act of aggression?

Maybe in the future with a possible giant leap in technology humans could provide a significant threat to both heaven and hell, especially if we start making forays into deep space. Humans would come to find out that these "omnipotent" deities like Lucifer, God or the goetian demons are effectively stuck on Earth, and if things got bad enough we'd just crash on Alpha Centauri

Kinda like Star Trek. We'll be able to hang out with qt. 314 Orions, hang with Klingon-bros and occasionally get wrapped up in wacky hi jinks with Bajoran prophets (actual cool gods that exist outside of linear time) while the loser's can seethe and cope on Earth
Maybe one day we'll kick them out and take the planet back for our own

Kinda feels like a scenario I read somewhere in which the UN is basically made extra powerful, and US and Russia are held on what is essentially a Nuremberg trial for their actions during the Cold War.

That sounds like a pretty dumb scenario, since the UN is there effectively for the USA to enforce our foreign policy while not appearing like a domineering oppressive force

Maybe at some point they "agreed" to keep the conflict between themselves and leave the mortal realm alone, but they both had their fingers crossed.

Alternatively, maybe Heaven has a decided upper hand and is free to interfere with humanity all it wants, but will rain horrible gruesome death on hell any time it sees them step out of line, ON TOP of the usual cleanses. Lucifer and co are the ones enforcing the laws proscribing going to earth, and getting caught would lead to someone screaming
