Desc:Much after the end of The Sixth Occult War, President ███ proposed creation of a Occult department of national defense. In a special message to Congress on January 20, 1912, the President cited both Rising Tensions and spending and inter-bureaucraitc conflicts. Deliberations in Congress went on for months focusing heavily on the role of the Occult Dep of National Defense in society and the threat of granting too much power to the Many Occult Dep's.

On 28 July 1912, ███ signed the National Anomalous Security Act of 1912, which set up a unified Occultist Command known as the "Unusual-Matters', as well as creating the unusual-incidents-unit , the National Security Council Of Memetics, National Anomalous Resources Board, United States Alchemy Dep (formerly the Alchemist Board of States) 305nd Scouting Unit and the Union Trackers and Many more agencies, and lastly the Joint Chiefs of Staff. The act placed the unusual-matters Establishment under the control of a single Secretary of Defense.[The National Paranormal Establishment formally began operations on 18th September, the day after the Senate confirmed Bishop Eden as the first Secretary of Defense For the Unusual-matters. The National Unusual-Matters Establishment was renamed the "Pentagram" on 10 August 1914 and absorbed the three cabinet-level Occultists departments, in an amendment to the original 1912 law.

Under the National Anomalous Act of 1912 (XDCD. 82–351), channels of authority within the department were streamlined, while still maintaining the ordinary authority of the Occultist Departments to organize, train and equip their associated forces. The Act clarified the overall decision-making authority of the Secretary of Defense For the Paranormal with respect to these subordinate Occult Departments and more clearly defined the operational chain of command over US Occult forces (created by the National Defense) as running from the president to the Secretary of Defense and then to the unified combatant commanders. Also provided in this legislation was a centralized research authority, the Beyond ParaScienetfic Projects Agency, eventually known as BPSPA. The act was written and promoted by the ███ administration, and was signed into law 6 August 1917.
