Why you want to apply for this tech: Mitsuo is a sort of jack of all trades; with the exception of his ki control. He is good at most things, but a master of nothing; again barring his ki control given his occupation.  As this is a phase 1 basic technology, I figured it wouldn't be too out of the norm for him to make something like this in his free time. Given he does have the intelligence to do so, and the patience for trial and error.

A somber expression lit up on the man's face as he sat seated at his desk. Boredom flickering in his pale green irises as he stared down at the blueprints laid out before him. It was a simple concept. Glasses, or a patch that goes over an eye; which would allow one to get a better read on the internal strength that resided in an individual.  Having unlocked his third eye, he was aware that people's strength could be categorized through more than just one's senses. You could feel it out, and get a read on someone's strength just by washing your energy over them. But what if you could get a more exact approximation of their strength? That's the premise for these.

The prototype wouldn't be anything significant. It would work similarly to how bar code scanners work. An optical reader that picks up on printed barcodes, and decodes them. But in this situation, it would be an individual's DNA and read of their visible energy. Instead of sending the data to a computer, it would instead send the data to a small screen situated over the wearer's eyes, and the information would express an individual's personal energy levels. It wasn't full proof. If one were to hide their energy; the scanner wouldn't be able to pick up an accurate representation of their full strength. But it wasn't meant to be a device that seeks. Just one that informs.

He had acquired a barcode scanner from a run-down store and was already at work ripping through the inner mechanisms that made it up. The lens, light, and light sensor were the most important components. Using fine pin-point accuracy, he would use his energy to slowly grind the lens down to size; making it into a more octagonal circular shape; that would fit perfectly over someone's eye without causing a hindrance. Then, he would grab a shell off to the side hoisting it up and reworking it into a smaller earpiece; that would snap into place over someone's ear. Popping the shell open, he would insert a miniaturized variation of the light sensor, and the light; also throwing in a small solar panel for good measure to keep the device energized. Batteries would suffice however; this was just for convenience.

Miscellaneous wiring and tedious power supply were done in silence; linking the wires up to the glass lens in a way that wouldn't distract the wearer too much; popping said lens into the side of the shell. He made sure to insert buttons on the side that would trigger electric pulses through the wires; which would commence the scanning. It wasn't full proof. And he was no scientist. But he dabbled; and with his increased intelligence making something of -THIS- level shouldn't be too farfetched, even if he didn't have significant strides in this field.

Downloading schematics on his home computer, he would upload it to the internet; giving anyone with the skill the ability to create their own, if they so sought to. However, he didn't include his name. He wanted no connection to this device, and would rather be anonymous.
