I mean, you could use it for flavor purposes
"I have a cursed orb placed in my inner ear by insane wizards" could certainly be an interesting character hook
but you can't say "my magical artifact magically points the correct direction in the dungeon and also shoots beams that kill all the monsters I can see"

The primary restriction is that artifacts (things that track how much you are following the object's objectives), alternative rewards (boons, grandmaster training, etc.), and unique quest items that should only be obtainable through a quest from a specific adventure are not allowed.
