  3. I'm writing to bring your attention to a streamer who I believe is in violation of terms of service and putting himself and others at risk on live stream through his donations specifically. The user goes by 'Keegle Weegle' and his stream elements link is: https://streamelements.com/keegleweegle/tip and is streaming on a youtube channel by the same name, which you may find here: https://www.youtube.com/channel/UCN_zywWbyWFOtnj-mGssHOw

He has been deleting and removing past streams, but I'd like to share a few concerning clips from his livestreams that concerned me enough to reach out in hopes that it might prevent further escalation and violence on stream. This streamer has setup loud speakers outside his apartment where minorities are often walking by. He has encouraged his stream chat of 500 people to donate racist clips to create 'entertainment.' It's all very crude and degrading. Sadly we live in a world where racists can be open and proudly discriminatory online, while also profiting from it as it were a zoo.

  7. This alone, however upsetting as it is, would not normally compel me to reach out. The tipping point for me where this stream got suddenly very real was when a black man walked past the speakers and webcam hanging outside the window, blaring racist slurs, and suddenly snapped, turning 180, picking up a brick and throwing it through the streamers window! This escalation to violence and destruction of property is what compelled me to reach ouch in hopes that there may be some action streamelements could take to prevent further increasing tensions, and hopefully prevent both the streamer from being injured or killed, and prevent escalating tensions via these paid tension escalating messages that the streamer has encouraged his audience to post. Sadly it seems the streamer views this whole ordeal as a fame and money making experience, and leaves the stream setup all day and night, completely unattended and unmoderated, allowing his donors to break multiple Streamelements ToS.

Specifically, streamelements ToS 9.4 Prohibited Content clearly states, "You agree that you will not post a submission that....(iii) creates a risk to a person’s safety or health, creates a risk to public safety or health" This has very clearly been violated, and has put the streamer, bystanders, and the upset man at severe risk! Additionally, 9.4 goes on to say, "(vi) is unlawful, defamatory, libelous, threatening, pornographic, harassing, hateful, racially or ethnically offensive, or encourages conduct that would be considered a criminal offense, gives rise to civil liability, violates any law, or is inappropriate"

  15. He encourages and allows content to be played that is blatantly and outright hateful, threatening, racially motivated, and has resulted in numerous tickets, violent outbursts, and destruction of property (the speakers being destroyed now multiple times on live stream).

Being that he has a large following, peaking at 2,000 viewers at some points for his antics, it does not seem wise for streamelements to allow such blatant terms of service violations, and additionally I fear that streamelements may be implicated in enabling this streamer to profit off racism and hate speech (for which he has even been cited by the police for).

I'd like to emphasize one final time that this streamer's entire goal is to charge his viewers to play offensive clips over his speakers, positioned in such a way that they would be attract the attention of minorities walking by, in an attempt to draw out an emotional reaction. So much so that this streamer is not even present during the majority of his streams.

  21. AT THE MINIMUM stream elements should require the streamer to monitor his donations as to prevent and defuse potentially harmful clips so that he does not incite further violence. And streamelements should not be allowing it's users to blatantly abuse it's terms of service by encouraging streamers to seek out emotional and violent reactions in order to "entertain" an audience like a circus attraction. This is extremely degrading, and unacceptable behavior in current year. This streamer has already caught the attention of local media for his antics, but with escalating tensions and increased crime being a result of paid donations handled by streamelements would make for shocking follow up story. It seems wise to me there fore that streamelements may not want to associate with such behavior, and if continued to occur, may cause backlash and outcry against streamelements for allowing such behavior.

I hope you consider my concerns and arguments against enabling such hateful content be created and enabled by your platform, and implore you take a stand against hate and hateful content by removing the user, restricting his media usage to content deemed appropriate, or requiring him to moderate his donations. I do not like to see users profiting off racism, but if I cannot win the battle against racist please consider taking some action to prevent somebody from getting hurt or killed on livestream because of a 60 second sound byte someone paid for in a chat room.
