Route:

Stats - 45 SV, 25 Lockpick, 80 Speech I guess, Weapon Skill of choice.
Going Melee Weapons with Tabithas Super Sledge works nicely though.
Perks - Black Widow?, Travel Light, Comprehension.

Start, any% stats I guess.
get gear and a speech magazine, and go to NCRCF
Start "I Fought The Law" from Eddie.
Go kill Chavez at Powder Ganger South Camp.
FT back to NCRCF and kill Dawes at the entrance.
Kill Carter in cell block B.
Kill Eddie and Scrambler in Administration office.
Escape and head south.
Continue south along train tracks to get to Nipton.
Dupe Dog Tags in the Nipton hotel, then kill Boxcars and Oliver Swanick (Lottery Winner)
Kill Vulpes here?
Escape and FT to NCRCF. (If you missed Dawes earlier, kill him here)
Make your way towards Black Mountain, kill Moe in the crater.
Go to the fence and kill Neil, then go to the top of the mountain to kill Tabitha (room key under stairs).
FT back to Emergency Railroad Station.
Dash (and try to get a launch over invis walls) into REPCONN Test Site.
Enter and kill Davison in the basement.
Exit and head to Novac to kill Jeannie May Crawford.
Continue East to Nelson and kill Dead Sea.
FT to Black Mountain.
Go North until you get to Aerotech (Discover sacked caravan on the way?)
Kill Keith and then escape to the McCarran monorail.
Take the train to the Strip.
Go to the Ultra-Luxe, start Beyond the Beef to spawn Phillipe.
Kill Mortimer and Phillipe, then escape.
Enter the Tops, kill Benny.
Talk to Yes Man about quests and stuff, talk about the Omertas.
Go into the pool area of the Tops and clip out, go over to the Gomorrah area and enter.
Go all the way to the reception (drop guns before going near greeter) and talk to girl (spawns Cachino)
Head back and steal Cachinos Journal, talk to him after.
Side with Cachino and go do How Little We Know (kill Clanden, destroy guns with Troike etc)
Go do the showdown with Big Sal and Nero, then kill Cachino afterwards.
Find the Legion guy on the strip and get the Mark of Ceasar.
Exit to Freeside and go kill Pacer.
Exit to Freeside North Gate, go all the way east to kill Oscar Velasco near Bitter Springs.
FT to Nipton and discover the Legion Safehouse, then continue to Cottonwood Cove.
Trade in all your dogtags to the chief guy.
Take raft to the Fort.
Go talk to the guy who gives out the safehouse key.
FT to Legion Safehouse, kill Veteran Atticus.
FT to Freeside North Gate and go to North Vegas Square.
Start quest with quest guy, continue until Greasy Johnny stage.
Go into sewer and kill Greasy Johnny.
Escape sewers into Westside and go kill Dermot and Saint James.
Exit and head South to kill Cook-Cook.
Continue south and kill Violet, then Driver Nephi.
Enter the Vault 3 ruins area and go to Zapp's Neon Signs to kill Duke.
Exit and go to Vault 3 to kill Motor-Runner.
