- You visit the harbor master and he claims no lost ships have been reported in
- the last few weeks. He points out that people don't usually report in if they
- are lost at sea.
- Fishing vessels that want priority on the docks easiest to unload do often make
- arrangements with the dockmaster. But all such vessels have all been accounted for.
- You know the dockmaster must keep records of trade vessels and their manifests,
- so their imports can be properly taxed. The dockmaster or one of his agents
- inspects every trade vessel and their manifest.
- The dockmaster leaves you with his ledgers for the last month. It is all public
- information after all.
- You notice looking through the records that one trade vessel that usually comes
- in to port with a full haul every month had no goods to claim the last time it
- docked. Gellan Primewater himself was apparantly on the boat as he signed the
- inspection paperwork himself. The dockmaster didn't think to ask what happened
- with the lost goods.
- Investigation into Eduard Primwater himself; he sometimes comes down to the docks
- to look over some imported items. He sticks out like a sore thumb when he visits
- and is always going on about the proper treatment of his cargo. Supposedly he
- is only interested in the occasional import of antique furniture and exotic
- relics. Eduard has a few contacts overseas and they often aquire these items
- and he always uses his grandfather's trading vessels to deliver them to Saltmarsh.
- Otherwise he seems to keep to himself. He prefers to live in the Primewater Estate
- a few hours ride west instead of Gellan's mansion in town but people have
- reported seeing him a lot more often the last few weeks.
