  25. Claude Victor-Perrin, French ambassador to Egypt has befriended the local ruler of Egypt, Muhammad Ali. Sent by the Ottomans to retake the country from Napoleon, Muhammad succeeded with the aid of the british. Muhammad Ali's ultimate goal however is for Egypt to officially leave the Ottoman Empire and be ruled by his own hereditary dynasty. To do that, he has begun to reorganize Egyptian society, streamline the economy, train a professional bureaucracy, and build a modern military. For this he requires French aid, and what France needs now most is soldiers. Ali agreed to give 5,000 mamluke cavalry to France in return for technological aid.
