Great Leader of Shocker - Kamen Rider/V3/Stronger/Skyrider/ZX/Decade (Objectively the best Kamen Rider villain. He just keeps coming back, is completely ridiculous in basically every way, and is basically the only Tokusatsu villain treated with any sort of gravitas when he reappears.)

Shadowmoon - Black/Black RX/Decade (The only other Kamen Rider villain who gets any sort of decent treatment. Incredibly unique design for an evil Rider, and probably the most famous of them all.)

N-Daguva-Zeba - Kuuga (Really good parallel to the main hero, has a nice, evil version of Kuuga's final form. The final fight with him is completely brutal, and closes out the series well.)

Dr. Maki - OOO (OOO is a really good season, watch it. Around for the whole series, and is obviously a creepy weirdo from the start. Alright design in monster form.)

Ryubee Sonozaki - Double (A pretty alright, if mockable, design, and an incredibly creative power set. Is built up for the entire series, and gets a rather somber ending. Him using his family to get what he wants, and eventual regret is masterfully done. Too bad he's not the final villain and we have two episodes left lol)

Mitsuaki Gamou - Fourze (Great designs in both his standard and powered up form, with his powered up form being notable as an unofficial evil Rider. Gets a surprisingly unique defeat that matches up incredibly well with the series' theme, he's forgiven for a reason this time, but still dies.)

Dr. Banno - Drive (Design is just Drive but golden, but his personality and general unlikability make him a really fun villain. his death is immensely satisfying.)

Masamune Dan - Ex-Aid (Great design and power set, unfortunately the fact that he keeps coming back and getting his ass kicked lowers him a lot)

Gorgom High Priests - Black (Pretty fun villains who come up with ridiculous schemes to destroy humanity, like make kids hate their homework. Petty bullshit they treat as ultimate plans, and are played 100% seriously. Designs are nothing more than guys in white robes with masks, but they have decent monster forms.)

Joker Undead - Blade (An embodiment of death itself, ends up winning the battle to decide Earth's next dominant species so whoops. Has a good design, and is one of the few Kamen Rider villains who ends up getting built-up throughout the entire series.)

Gorgos - Amazon (Higher than King Dark just for his design. Absolutely ridiculous, but it is a pretty impressive prop. Leaves an impression on you.)

King Dark - X (Fun design and personality. Having a leader that actually respects his minions is something, and the fact that he is a giant mech is great, even if that aspect is ignored by basically everyone.)

Fog Mother - J (Really good, creepy design without a personality. Gets higher than Neo-Organism due to being at least unique, being the only kaiju villain in Kamen Rider.)

Neo-Organism - ZO (Really good, creepy designs in both forms, but doesn't really have a personality.)

General Jark - Black RX (Pretty generic guy who  doesn't do much until near the end of the series. However, he gets this high because his Masked Rider incarnation is one of the few good parts of that show.)

Marshal Demon - Super-1 (Normal form is a decent cyborg guy, but I mainly like him for his ridiculous and stupid monster form, which is a bunch of snakes exploding out of a pair of legs.)

Kai - Den-O (Gets this high for at least kind of being a character compared to most human form only villains. Pretty standard 'I want to kill everyone to save my kind" villain, but nothing particularly bad. maybe I just have a soft spot for Den-O and I placed him too high.)

King - Kiva (Kiva is a bad season, but its villain isn't the worst? He has a decent design and is built up through the series, even if he is really generic.)

Evolt - Build (Built up throughout the series, and starts off incredibly entertaining, but the fact that he continues to win until a very unsatisfying defeat ruins him for me.)

Arch Orphnoch - Faiz (Some kid who just happens to be the most powerful monster in the series. For some reason doesn't die in the series, but is never seen again. Actually has a nice design, based on Faiz's own design, but a lot more insecty. I like it.)

Masato Mishima - Kabuto (Design is basically a worse version of Joker Undead. Doesn't seem to have any motivation whatsoever other than being crazy, and is basically just generically strong.)

Emperor Zero - Amazon (A doofy looking guy in a dumb hat that gets his head unceremoniously chopped off. Being below this is a crime.)

Iwao Himuro - Shin (Generic corrupt businessman who is just an asshole and gets killed)

Adel - Ghost (Takes the spotlight from what could actually be interesting villains, and is basically reduced to a joke by the end. Ghost was kind of shit.)

OverLord - Agito (The creator of humanity or some bullshit. Weird, metaphysical yin-yang theming that doesn't play into anything. Despite trying to kill everyone, is generically forgiven at the end. Design is a guy with blonde hair.)

Shiro Kanzaki - Ryuki (I actually don't know which one is worse, OverLord, or this guy. A generic looking guy who created all the monsters and Riders in the series to save his sister somehow. At least Ryuki does have actual good villains in it compared to this guy though so whatever. Implied to be the actually pretty cool Kamen Rider Odin, but never actually stated directly.)

Gremlin (HERE'S A GREAT IDEA LETS MAKE OUR COMIC RELIEF VILLAIN THE REAL BAD GUY HAHAHA FUCK YOU WIZARD)

The Real Man and Woman - Hibiki (hahahahahahahahahahahaha. Introduced in the last scene of the final episode, not built up at all, and horrifically generic designs. Also, villains in a series that doesn't need villains. Absolutely the worst.)

Gen Urobuchi - Gaim (Truly the greatest villain in Kamen Rider history. Managed to kill off multiple Riders, villains, and even the show's dignity all by himself.)
