  1. You look into this Looker individual yourself, and get some help from Kent on this one - he's a persona that you can find a lot of information about online first hand, but only to a point. Looker, it seems, was the code name for a man who joined an international task force for dealing with Teams across the globe - primarily in Sinnoh with Team Galactic. Team Galactic's goal was, more or less, to recreate the world. Which is in a way hilariously close to what Grant wants to do - furthermore compounded by the fact that Sinnoh is part of Russia, where Grant spent a good bit of time.

What Kent can expand on is that Looker was an expert on disguise, infiltration, and made large use of crowd sourcing and recruiting normal, regional Trainers on his assignment to take down Team Galactic. He even had a twitter account that he used to communicate with these folks, using a code based on, what looks to the average user, a video game or a tabletop game. The account still exists, and was last active about ten months ago in Unova.   5. You can't find much on what he was doing in Unova. Kent informs you he was dealing with the fallout of Team Plasma and rounding up its officers. From all accounts on the documents you've seen, he had a rather irregular speech style, and a bunch of peculiar gestures and mannerisms. Not much of a personal history either.

  7. As for how he even GOT involved with this task force, he actually seems to have shown up first in Sinnoh, and acted as a private eye for smaller tasks around the region. The International Police caught wind of him and recruited him because of the fact he had little previous history, and far as they could tell, little memory from when he first arrived in Sinnoh. He was a very effective countermeasure to Clairsentients and Telepaths in general, because psychic screenings made a lot of his past and his thoughts and methodologies look like complete hogwash to most. To the point folks thought he was crazy - mostly due to some latent memory of a 'cat girl' assistant.

  9. He was last heard when taking a shuttle to New Jamestown to investigate whisperings of a Trader there having some pretty unusual stock of Pokemon and mystical artifacts. Seems he cleared customs, but vanished afterwards. He's been presumed Killed in the Line of Duty for quite a while, and Kent's rather curious why this suddenly came up.
