An idea for a HHxHB crossover episode I've had for a while

>After WW2 millions of Nazis ended up in hell and became powerful demons, including Hitler
>They went into hiding and began building their own secret city, complete with an army of demon superweapons
>The city is now complete
>One of them steals blitzo/stolas' book that summons a portal to earth
>Charlie discovers the city and finds out they plan to use the book to bring the city and its demons to Germany, where they will conquer Europe once again
>Charlie and the hotel staff sneak into the city to stop them, while I.M.P does the same to get back their book

Not all Nazis were evil unironically, some were I don't deny that, but most were just doing it to protect their families/felt a genuine love for their country, and weren't aware of the actual atrocities. In this scenario, the two most powerful nazi demons would be Hitler and Reinhard Heydrich, with Reinhard Heydrich being more powerful than Hitler.

In fact, I think we talked about this, in part:
Hitler ends up leading a rather pitiful, if personally fulfilling afterlife in Hell (he looks like an amalgamation of everything he hates: an unhealthy-looking anthropomorphic rat with Jewish hair, wearing a Red Army budenovka), and sold his old uniform for a painting kit that never runs out, and now solely lives for painting.

The rest of the high-ranking (and skilled) Nazis, Stalinists and the like ended up as Lucifer's secret police, orchestrating his wet work whenever necessary.

However, it could be that Heydrich had slipped out from the fold, and has gone rogue, making an attempt at rebuilding the Reich from Hell.

Of course, unlike with the I.M.P.'s and other demons' personal, singular breaches into the mortal world, an invasion on the scale that Reinhard dreams of has a high chance of kickstarting Judgement Day early on...
Or worse: attracting the rather unwanted attention of a certain marine, coming from a family of badasses and Nazi-hunters.

I would imagine if Lucifer had secret police, they would be what remains of the Angels that helped him in his rebellion.

Those, two, but why would he waste the effort his fellow formerly angelic brethren on common, upstart sinners, when he has "history's most evil men" at his disposal?
Plus, it's a good way to keep them occupied and out of reach for other demons or overlords.

Because secret police, above all, rely on tribalism.
Yes, he has "history's most evil men" at his disposal, but what's keeping them in line? With his Angel comrades, he doesn't need to keep them in line as they are from the same "tribe", they MAKE the line, and fall in voluntarily.

Well, that and the cushier positions they get for serving the Devil himself - the same incentive many of them had in real life, besides ideological motivation... And sadism.

Okay, that works, they operate outside of the "law", as in Overlords and the Goetic Princes have no authority over what they can and cannot do.
You know, I would imagine for those mortal secret police, they would be like Emperor Palpatine's Imperial Guards. Yeah, they're scary, they're highly skilled, and they're everywhere. BUT. The Imperial Guards are nowhere NEAR as terrifying as the Imperial Sovereign Shadow Guard, which would be Lucifer's Angelic Brothers-in-Arms.
I would imagine that the mortal secret police handled upstarts, overlords, and the like, Lucifer's brothers would handle shit like Goetic Princes and even dip their hands into manipulating shit like events on Earth, and even manipulating the exterminations.

That's the idea. He has all the dictators, despots, tyrants and spymasters (who aren't too insane) working under him to deal with the sinners, while his inner circle of fallen angels, both named and unnamed by the scriptures, form an even more secretive defense organization - much more regal in nature and appearance, unlike his Sinner State Sec, which resembles the faceless, monolithic, yet effective, bureaucratic institutions of totalitarian regimes.
Infernal Glory and mundane utility kept separate - the IntSec (often pronounced as "insect", short for "Internal Security") rarely rubs shoulders with the Shadow Guards, although both organizations share similarities in their resemblance to one, specific, historic mortal organization: Ivan the Terrible's Oprichnina, which skirted the line between praetorian guard and state police.
As such, whenever the two DO interact (usually during times of crisis, when it isn't just Lucifer's reign, but the whole of Hell, if not Existence as they know it itself, is in danger), they merge into this semi-medieval, semi-modern-esque massive organization.

Let's get even scarier and get back to what I said in the previous post on extermination manipulation, because this just popped up into my head:
Heaven doesn't actually do exterminations. The exterminators are actually Lucifer's brothers who cull the population, and then blame it on Heaven. This is why they were masks. It's all one massive PsyOp.

Or, it was, originally.
Initially, the yearly purges were only meant kill the wastrels of Hell's society - which is why the entirety of Despair was destroyed.
It was a useless deadweight on Pentagram City's economy, as the sinners there preferred to live like hobos, and wallow in their misery.

With Despair's destruction, and the Envy sector taking on some of the roles of the likewise surplus-to-requirements Acedia suburbs, the main goal of the exterminations was done. A few more would occur in the next couple of years, more sporadically, in order to thin out the constantly burgeoning sinner population... But it was meant to be random.
Hell doesn't do "orderly", yet the attack kept coming, every year, like clockwork.
And they no longer targeted just the suicidal sinners, but EVERYONE, including imps, Overlords, and even high-ranking demons.
Angelic weapons began to spread on the black market, and the makeup of Hell began to shift.

Lucifer demanded answers, but his own guard and state sec came up empty handed - someone had taken over the PsyOp.
And everyone was a target.

Thus, a search began, on both sinner and demonic level, to get to the bottom of this rogue operation.
A couple of years down the line, Lucifer would get into an altercation with his own daughter, who had come up with a plan to "stop" the yearly mass executions.

One that would involve appeasing Heaven.

When the yearly purge had long since become an unknown orchestration beyond the Devil's control, leaving only one, likely candidate.


To say that Lucifer was furious was an understatement.

And, while his wife got up to her own tricks to ensure their daughter was safe, he doubled down on the search for clues within Hell, with one figure coming into his view, as he still fretted over his reign: one that seemed to be in the center of attention, in his own, bold takeover, which seemed to coincide with the date when the "Exterminators" had gone rouge.

It would be kind of cool if the mob that Angel was part of managed to carve out their niche in the underworld by getting "ahead of the curve" as it were on drugs and shit. A near or total monopoly on even one product can make you quite wealthy.

For the idea of Lucifer having a special ring of spies who stand above the mortal souls he employs, I found two AGs who could be well suited to the role.

President Barbas/Marbas gives true answers about secret things. He himself is a shapeshifter, and can grant that to other people, but the way its worded seems to indicate that you don't actually get the power; he changes your form and you're just along for the ride. So, if he sends you on a mission, you'd better not fuck it up, or he might not change you back and you'll be stuck as a literal fly on the wall forever.

President Foras can make someone "witty and eloquent" (instant transformation into 007-levels of suaveness) and also turn them invisible. He also is a student of ethics, so he might clash with other spies who are less scrupulous than he is

Good idea anon, but the idea is that the Shadow Guard is exclusively Angels. Secret Polices rely on tribalism above all else, so it would make sense that the Shadow Guard - the highest order of secret police in hell - would only be made up of Lucifer's fallen angel comrades.
How about this: An AG who seeks to help in the Secret Police would fall in between those rings; one step above the mortal souls, and gives orders to them, and one step below the Shadow Guard, who give them orders.

Lucifer would perpetually be on edge; as soon as he's made sure one Ars Goetia demon knows his place he's got a dozen others who look like they might be getting too big for their britches and marching on the capital at any moment. Even if they weren't he'd still see phantom threats all around, because that's just the kind of paranoia such a rule breeds into you.

The folks who were sharp enough to follow Lucifer early on got a little whipped cream on top, inspiring loyalty, the handful stupid enough to defy him got brutally wrecked, inspiring fear, and the huge number who didn't really take a strong stance weren't actually impacted all that drastically, leaving them content to leave everything alone and keep chugging along just as they were before.

Your bit with the tribalism and fallen angels-only exclusivity of the highest ranks of the spies makes a lot of sense in the context of all this junk

There are AG's who didn't immediately jump on the Lucifer bandwagon, but now realizing that being in L&L's good graces can really be quite nice, and are trying to win their favor. Lu can exploit that.
