Basically, he have found high authority websites with indexed pages like : "redirect.php?url=domain.com".
These pages have a do follow link to the domain that has been entered into the query.
Coulnd't find any information about it, and I'm wondering if acquiring such indexed links will have a good or bad impact on ranking.
I doubt it, it would be pretty easy for Google to detect. Why don't you take a settled page like a wiki page or something and build 20 of them at it and see if it moves?

Yeah, I reckon so too. Finding these links is easy with a simple google search query. Just wondering if anyone knows anything about it or has experience with it. Couse my competitor with a 2 month old site has been ranking incredibly fast with really obvious black hat links and I don't understand how he manages to go undetected from googles spam radar.
