  1. I am V23 - Lieutenant Patrick Seist of the Blaine County Sheriff's Office, assigned to the Operations Division as the Street Crimes Unit Team Leader. At approximately 2305 UTC on 25 February 2020 I was on patrol on Senora Freeway, a part of Blaine County in the State of San Andreas, under the call-sign V5. I was in a half-marked "ghost" BCSO Dodge Charger '18 and in departmental-approved 'street clothes'. I was the operator of the vehicle being driven by D5 - Captain Dave Lister, of the BCSO's Command Team.

  3. I was made aware, by personal radio from County Dispatch, of possible stolen black BMW M5 (SA: 97YKH126) in the vicinity of Senora Freeway in Grand Senora Desert. Captain Lister parked our patrol vehicle on the shoulder of Senora Fwy in the S'Bound lanes to keep watch for the subject vehicle.

  5. Approximately two minutes later both Captain Lister and I sighted a black BMW M5 proceeding Southbound on Senora Freeway in the Southbound lanes, occupying lane 2 of 2. The vehicle was, on visual inspection and in the opinion of both Captain Lister and I, speeding. Traffic was attempted upon the vehicle whereupon it made numerous illegal lane changes as well as an illegal pass. It was not, by the time Captain Lister and I closed to within sufficient range to use our radar equipment, speeding. Traffic was attempted due to the reasonable suspicion formed, from the witnessed manner of driving, that the subject had committed traffic violations. The subject vehicle failed to yield and fled; a 10-80 ensued.

  7. The subject vehicle was positively identified carrying the San Andreas plate 97YKH126, upon which checks returned an Invetero Coquette registered to Sergeant Gerard Quinn of the BCSO. I identified clearly that the driver was not Sergeant Quinn, a colleague of two years with whom I am exceptionally familiar.

  9. V5 led the pursuit for approximately 20 minutes throughout the City of Los Santos where the subject vehicle drove recklessly throughout. At approximately 2320 UTC V5 was struck by a local vehicle, rendering us out of the pursuit. BCSO units led by D47 - Deputy Ward continued the pursuit, which eventually resulted in a foot bail at approximately Innocence Blvd / Capital Blvd. Deputy Ward and D87 - Deputy Hanke chased the suspect on foot before subduing him at gunpoint at approximately Jamestown Street in the Rancho district.

  11. The male subject was treated for blunt force injuries received from Deputy Hanke's rifle butt, and transported to Mission Row PD. He was identified as Ken/KANEKI, with outstanding warrants from Blaine County by Corporal Rick Abraham and processed accordingly. KANEKI was advised of and understood his Miranda rights at the scene of his apprehension. When questioned, en-route to Mission Row PD, he confirmed Corporal Abraham's incident report supporting the issued warrants and admitted that he did fail to comply and fled from Corporal Abraham.

  13. Consequently, KANEKI was charged with Failure to Comply with a Lawful Order and Fleeing and Eluding in accordance with the issued warrants; as well as Fleeing and Eluding based on his attempts to flee from Law Enforcement in the events detailed in this report.

Two citations were issued; one for Speeding 30mph+ as part of the package of warrants issued by Corporal Abraham, and one for Reckless Driving issued today based on the manner of KANEKI's driving through the city of Los Santos when pursued by Law Enforcement - with a sustained speed averaging approximately 80mph, no braking for traffic signals, contravening multiple traffic signals and damaging a significant number of road signs / amounts of road furniture.
