  2. Honesty - Independence - Productivity - Security

  4. Preamble
  5. Out of respect for the fundamental, sacrosanct duties and desires of all Farmers, Labourers, and Soldiers that they might inhabit a secure and self-determinant social Utopia; in recognition of the great and generous sacrifices by the Republic and her People spanning generations of defensive war; in consideration of the rights and due privileges of all People of the Republic and benign nations abroad to build and farm unmolested and fearless against the Imperialist murmurings which pervade international society; in honor of the original founding body of the Republic and their Constitution as ratified in the month of August, year two thousand and thirteen CE; acknowledging that despite the venerableness of the founding Constitution, a revitalized method of national and international procedures is necessary to guarantee continued growth and prosperity in the Republic and of her People,

  7. The sovereign nation of the Socialist Republic of Honest Farmers shall hereby adopt and abide by the following regulations and procedures on all matters public and private, within its boundaries and abroad.

  9. Article I
  10.  
  11. 1. The formal name of this state shall be ‘The Socialist Republic of Honest Farmers’, to be abbreviated when necessary as ‘SRHF’.

  13. 2. Though not synonymous, the state claims its direct heritage from the previous faction known as ‘Socialist Republic of Honest Farmers’.
  14.  
  15. 3. Immediately subsequent to the activation of this document, a vote shall be held to determine the faction’s official banner, which will utilize the following procedure:

  17. Each member of the People’s Committee will, if they wish, submit up to two (2) designs for public review, one each for the national flag and/or war banner.
  18. After seventy-two hours of the activation of the constitution, each of the People’s Committee members who have submitted a banner design will submit a tiered list of their preference on all of the submitted banners.
  19. In the event of a tie, the banner design with the lowest vote will be eliminated, and a runoff vote will be held.

  21. Article II
  22. On the Administrative Offices,
  23. 1. The General Secretary serves as the primary diplomatic voice of the Republic as well as the Commander in Chief of its military, in addition to the responsibilities following in this document. The General Secretary will be elected by an absolute majority vote from all Citizens on the first Friday of every Month, and in the event of a tie, the Officer with the least number of votes will be barred from candidacy and the election will run over.

The Assistant General Secretary shall serve as the chief diplomatic voice of the Republic in the absence of the General Secretary, as well as the secondary commander in wartime, in addition to the responsibilities following in this document. The Assistant General Secretary will be elected by an absolute majority vote of the People’s Committee immediately following the election of the General Secretary, and in the event of a tie, the same procedures laid out for the General Secretary’s election are to be followed.

  27. 3. A new General Secretary and Assistant General Secretary will take office three days after election, except in the inaugural election which will be held immediately upon the Constitution's universal ratification, whereupon they will take their offices immediately.

  29. 4. The People’s Committee shall have the absolute authority to expel both the General Secretary and the Assistant General Secretary by a two-thirds absolute majority vote. In the event of the General or Assistant General Secretary’s expulsion from office, a special election shall be held immediately, during which they will remain in office until its conclusion.

  31. Article III
  32. On the People’s Committee,
  33. 1. The People’s Committee is a voting body comprised of respected, active citizens (online within the past seven days), including the General Secretary and Assistant General Secretary.

  35. 2. Citizens may request a vote to be included on the people’s committee after fourteen days of residing in the SRHF. Inclusion may be proposed by any standing member of the People's Committee, and in order to be validated requires a two-third’s majority vote of the committee, subsequent to which they will join the People’s Committee three days following the election.

  37. Article IV
  38. On Legislation and Voting Procedures,
  39. 1. The General Secretary- and in his absence, the Assistant General Secretary- is responsible for the transcription of voting records on both said documents and Administrative Elections, regardless of the manner in which the document was proposed.

  41. The General Secretary and Assistant General Secretary shall share responsibility for the preservation of all legislative and voting records, both of which must also be made available publicly to all members of the People’s Committee.

  43. 2. In all voting procedures, unless otherwise specified as requiring an absolute majority, in the event of a tie, the General Secretary’s vote will be counted twice, or in his absence, the same shall be done of the Assistant General Secretary’s vote.

  45. 3. Unless otherwise specified, all legislative votes are to remain open to forty-eight hours after the document is posted. Any members of the People’s Committee who have not voted within that time- or within twelve hours of their personal notification, a period which shall not exceed the aforementioned forty-eight hours- will be listed as absentee on the voting records.

  47. 4. No ex post facto legislation shall be passed.

  49. Article V
  50. On Immigration and Emigration
  51. 1. The admittance of a new citizen may be proposed by the General Secretary, Assistant General Secretary, or a minimum two agreeing members of the People’s Committee. Membership status must then be approved by a majority vote of the people’s committee.
  52. Upon joining, the new member must ratify the constitution in order to gain full citizenship, voting rights in leadership elections, and begin their two-week limit before potential People’s Committee membership.

  54. 2. While any currently factionless individual may be nominated for membership, it is strongly advised that members be vigilant in their selection and only nominate those who have had past dealings with the faction or nominator through alliances or other mutually beneficial relationships. Only one player in this category (with no real-life association with respected members of the People’s Committee) may be nominated per week.

  56. 3. Any individuals who were members of the original Socialist Republic of Honest Farmers, and were confirmed as citizens through the procedures of the legacy constitution ratified in August of 2013, shall automatically be granted citizenship and membership on the People’s Committee with a request to either the General Secretary or Assistant General Secretary.

  58. 4. The People’s Committee may exile any citizen with a two-third’s majority vote, proposed by the General Secretary, the Assistant General Secretary, two agreeing members of the People’s Committee, or the citizen in question himself.
  59.  
  60. The General Secretary or Assistant General Secretary may expel members without any Committee approval if treason is suspected.
  61.  
  62. If a citizen departs from the Republic of his own accord without the occurrence of one of either of the above options, in order to protect the SRHF and her secrets, the individual will be declared to the world as an enemy of the republic, and any faction which harbors them, whether long term or temporarily, shall be considered to be acting in aggression against the SRHF.

  64. Article VI
  65. On Economy and Property,
  66. 1. All tools, food, building materials, and other resources, are the collective property of the state and thus shared amongst its people, and kept safe in storage areas designated by the General Secretary.

  68. A limited personal armory- solely for the Republic and her people’s defense- is the only exception to the above rule. This is defined as: One armor-stand with a full set of armor, and one clearly labeled small chest containing- with all of the items in place- no more than one additional set of armor, two bows, two melee weapons (sword and/or axe), and two shields. With the remaining space, members are permitted to store war rations, arrows, ender pearls, water or lava buckets, potions of any variety, and enchanted books intended for use on the weapons and armor as soon as sufficient XP is available.

  70. Violations of the above regulation and unauthorized removal of items from another citizen’s personal armory shall both be considered criminal offenses, the latter of which shall be regulated by the Assistant General Secretary, or the General Secretary in his absence.
  71.  
  72. 2. The trade of state resources with neutral or allied factions at the member’s discretion is permitted, though not encouraged except in cases where the resources received might be difficult to acquire otherwise (ie. Specific enchanted books, horses, some potion resources).
  73. The trading of extreme valuables (enchanted books, diamonds, gunpowder, wither skulls or over 10% of the faction’s supply of any resource) shall require the permission of the General Secretary or Assistant General Secretary.

  75. Article VII
  76. On Wars and Declarations of War
  77. 1. For purposes of self-defense, other factions may be placed under enemy status by the General Secretary or Assistant General Secretary. No offensive actions may be taken without a formal declaration of war.
  78. These cases of self-defense may include any of the following, though it may be permitted in other cases at discretion:
  79. - Attack on a citizen of the SRHF in the wilderness or at home (this shall include on the horse, wolf, ocelot, or vehicle of a citizen)
  80. - The damaging of any structures belonging to the SRHF
  81. - Trespassing into the property of the SRHF with malicious intent
  82. - Attacks on allies of the SRHF
  83. - The claiming of land within the boundaries indicated in Article X Section 4 without explicit permission given prior

  85. 2. Formal declarations of war may be drafted by any member of the People’s Committee, but must be proposed by either the General Secretary of Assistant General Secretary. Approval requires a majority vote of the People’s Committee.

  87. 3. Declarations of war must include- at minimum- the following provisions:
  88. A casus belli or other reasoning for the necessity of the proposed war
  89. The overall objective of the proposed war
  90. An appeasement which the targeted faction or factions may provide to end the war without conflict
  91.  
  92. Section 4: In order to conclude a war, a peace treaty may be drafted and approved in the same manner as a declaration of war. The war will be considered concluded in this manner once the treaty is ratified by the opposing faction or factions in whatever manner set forth by their constitution, and all terms are met.
  93.  
  94. In the absence of a peace treaty, war may also be concluded with a ‘Resolution of Conflict’ document, which must be drafted and approved in the same manner as a declaration of war.

  96. Section 5: If a declared war is in progress at the time of a world reset, the declaration must be reapproved by the People’s Committee.

  98. Article VIII
  99. On Alliances and Alliance Treaties
  100.  
  101. 1. Temporary wartime truces may be declared by the General Secretary or Assistant General Secretary so that non-enemies do not injure each other in battles against a mutual foe.
  102.  
  103. 2. Formal Alliance Treaties may be drafted by any member of the People’s Committee, but must be proposed by either the General Secretary of Assistant General Secretary. Approval requires a majority vote of the people’s committee. Alliances will be considered valid once ratified by the relevant faction in the manner set forth by their constitution.

  105. 3. Alliance Treaties must list all expectations shared between the SRHF and the participating faction or factions.
  106.  
  107. 4. Alliance Treaties may be nullified by a majority vote from the People’s Committee.
  108.  
  109. 5. Alliance Treaties shall be still recognized as valid after world resets.

  111. Article IX
  112. On Judiciary Procedures,
  113. 1. Unless otherwise specified, in the event of a citizen violating any laws set forth by the faction in any legislative documents, the citizen shall be tried by the People’s Court, which shall consist of a jury made of the People’s Committee excluding the General Secretary, who shall serve as judge. In the event of the General Secretary’s absence, the Assistant General Secretary shall serve as judge and be excluded from the People’s Court.

  115. 2. In the event that either the General Secretary or Assistant General Secretary is the alleged offender, neither shall serve as judge, and the position shall instead be chosen through an absolute majority vote by the other members of the People’s Committee.

  117. Article X
  118. On National Sovereignty and Land Claims,
  119. 1. Land claims for the capital city and central fortress shall be designated by the General Secretary and Assistant General Secretary

  121. 2. Land Claims for outposts and similar may be made by any member with the permission of the General Secretary and Assistant General Secretary.
  122.  
  123. 3. Any members of the People’s Committee may make land claims at their discretion. Without the permission of the General Secretary or Assistant General Secretary, these must be removed immediately following the resolution of the conflict.

  125. 4. The SRHF shall claim absolute sovereignty over all land of the biome in which their capital city resides, any beach biomes adjacent to the central biome, four-hundred blocks in all directions from the coastline of any of the aforementioned beaches and all land within five-hundred blocks of their central f map claims which might extend outside of any of the above designated area.

  127. Any faction which claims land in the above areas without explicit permission from the General Secretary or Assistant General Secretary, and does not remove said claims within two hours of confirmed notification by any member of the People’s Committee, shall be considered as acting in aggression against the SRHF. The above shall also be true in the case of any individuals who venture into those lands and refuse to depart upon the request of any member of the People’s Committee.

  129. Article XI
  130. On Constitution Ratification and Amendments,
  131. 1. In order for this document to be considered valid, approval shall be required from all current citizens, afterwhich the principal author of the constitution, mangoofart, shall record for posterity the date and times of each individual ratification and attach them to the final constitution document. The document will take effect immediately upon the conclusion of the inaugural Administrative Office elections.

  133. 2. Amendments to the constitution may be proposed by any member of the People’s Committee, and must be approved through a two-third’s majority vote of all citizens.
