  1. Maintaining the sovereignty of the people as the essence of democracy is the main consideration of the public in assessing the direct election of regional heads. For the public, direct election is a "child of" reform movement that must be maintained. The conclusion is summarized in the Kompas poll related to the revision of the Law (Election) Election which is currently taking place in the House. Almost all respondents (91 percent) rate the implementation of direct election more democratic than elections through elections in the DPRD, both at the provincial and district levels. The public expressed disagreement to return to the regional head election system as it was before the reformation. People's sovereignty and guarantees for the ongoing reforms are believed to be 84 percent more secure through direct elections.

  3. Some direct negative impacts of the local elections are not publicly denied. Approximately half of poll respondents agree that direct elections are vulnerable to money politics, prone to social conflicts, and tend to waste state budgets. However, the answer to these problems does not seem to return the election back to the DPRD. From a practical perspective, the public also sees the election through the DPRD is not a good solution to clear the elections from money politics. Two-thirds of the respondents were not convinced that the regional head elections conducted at the DPRD level would reduce money politics. Political oligarchy can be born from a system of barter money with power. That is, the public considers any pilkada system remains an opportunity for money politics.

  5. In general, eight out of every ten respondents (79.7 percent) did not agree to the direct election abolished. Those who do not agree that the majority argue that the elections through representatives of the people in the DPRD are undemocratic and remove the constitutional right (65.9 percent). Another reason is that direct elections should be conducted because people are more aware of who should be their leader than the MPs (10.7 percent).

  8. Terpeliharanya kedaulatan rakyat sebagai esensi demokrasi merupakan pertimbangan utama publik dalam menilai pemilihan umum kepala daerah secara langsung. Bagi publik, pilkada langsung merupakan "anak kandung" gerakan reformasi yang harus dipertahankan. Kesimpulan tersebut terangkum dalam jajak pendapat Kompas terkait revisi Undang-Undang (UU) Pilkada yang saat ini berlangsung di DPR. Hampir semua responden (91 persen) menilai, pelaksanaan pilkada secara langsung lebih demokratis ketimbang pilkada melalui pemilihan di DPRD, baik tingkat provinsi maupun kabupaten/kota. Publik menyatakan ketidaksetujuan untuk kembali ke sistem pemilihan kepala daerah sebagaimana masa sebelum reformasi tersebut. Kedaulatan rakyat dan jaminan berlangsungnya hasil reformasi diyakini 84 persen responden lebih terjaga melalui pilkada langsung.

  10. Sebagian dampak negatif pilkada langsung tidak ditampik publik. Sekitar separuh bagian responden jajak pendapat mengamini bahwa pilkada langsung memang rawan politik uang, rawan konflik sosial, dan cenderung memboroskan anggaran negara. Meski demikian, jawaban atas berbagai persoalan itu tampaknya bukanlah mengembalikan pilkada kembali kepada DPRD. Dari segi praktis, publik juga memandang pemilu melalui DPRD bukan merupakan solusi jitu membersihkan pilkada dari politik uang. Dua pertiga responden tidak yakin pemilihan kepala daerah yang dilakukan di tingkat DPRD akan mengurangi politik uang. Oligarki politik justru dapat lahir dari sistem barter uang dengan kekuasaan. Artinya, publik menganggap sistem pilkada mana pun tetap membuka peluang terjadinya politik uang.
