Andrew sat at his desk and sighed as he leaned back in his chair and lit up an old cigar, He took a huge puff and rubbed his forehead as he began to speak to Captain Marvel, who was seated across from him in a rather simple office adorned with posters of various heroes, rules and regulations, and other things you'd expect from someone who deals with heroes, alongside that was a massive open window that looked out over a busy city street.

  3. "So let me get this straight Captain, you tried to murder Miles Morales, a black superhero based on the words of...some person who said they could see the future and said that they'd kill captain america and you believed them?"

  5. Captain Marvel gave him a poisonous look as she replied. "I trust my sources, I was only doing the right thing."

  7. Andrew stood up and looked out the window as he sighed.

  9. "Listen Captain, you want to know why the HBLA was established? It was established in order to give a different perspective, a different view into the actions of heroes across the world and to act as a check against some of you and your comrades more....near outright malicious tendencies and also provide legal advice to more....outrageous and morally dubious heroes."

  11. Captain Marvel huffed "I take offense to that."

  13. "Listen, you think I like sitting here telling people who's weight class is thousands of times higher than mine what they did wrong and not to do it again? Last week I had to talk to a superpowered girl who had used her powers to create an interdimensional prison where she imprisoned people for crimes they hadn't committed yet. You have any idea how many parents sued her when she could have just, oh I don't know, use her knowledge of the future to talk to these people first to ascertain whether they could be talked out of doing these things." He took a long draft of his cigar as he continued "The week before that I had to try to convince the parents of some rich snotling not to sue one of the spider-women into the ground after she trapped him in a life preserver and used him as a flail to beat the shit out of criminals because and I quote "He was acting like a little spoiled asshole."

  15. Captain Marvel looked at him blankly "What's your point?"

  17. "My point is, despite my rather poisonous and rough demeanor, I'm on your side but you have to cut me a break here. When you become a Hero whether you're masked or not, you're expected to stand at a certain standard of morality and set a good example for the kids." He groaned as he spit into a nearby trashcan. "God I hate that phrase but Corporate requires me to try to drill it into your heads that even though yes, you are "human" at the end of the day and you can't be expected to be a perfect paragon of morality all the time, it's not okay to just beat the shit out of some guy on the street because he catcalled you or whatever bullshit punks get into these days."

  19. She glared at him and she stood up. "How is what your organization is doing any different from the Sokovia Accords?"

  21. He sighed as he sat back down. "Well for one thing we're not backed by a military organization and our goal, again, is to just provide advice to heroes and try to steer them on the right path if we can. We all know that trying to regulate someone who can atomize a country the size of mexico in a nanosecond is completely and utterly pointless. It's up to you if you take this advice to heart." He snuffs out the cigar as he pulls out a set of papers.

  23. "So listen, I'm tired, I want to get back home and catch the next season of How it's Made, and I'm sure you have much better things to do than let someone tell you all this. Just sign these saying you'll at least try not to do these things again and we can both go our separate ways tonight."

  25. Captain Marvel huffed but regardless she looked over the papers and finding nothing disagreeable signed them and then promptly left out the front door. Andrew sighed as he turned his chair to look out the window.

  27. "To any gods out there, good lord I hate this job." He gets up and gets his hat and coat before packing up and leaving for the day, going past multiple offices that have other heroes in them getting the same treatment he gave to miss marvel. He knew this job was semi-pointless but it at least made the public feel better about things, which was important or something. So ends another day in the HBLA.
