Payton is one of the few 2nd Gen Supers on Record. Her parents were both Members of ARC at the time when they met and married. As such, she was (relatively harmlessly) studied a lot at her Parents workplace a lot and grew up in that Environment.
Conversely, she had little interest in doing 'Spywork' and thus followed her grandfathers example and joined the US Navy.
With ARC turning into ARCHON, however she was more than willing to consider hopping Branches to the new Force.
Alas, the Navy (still remembering the times the Air Force had tried to poach their carriers Air Wings) was less than enthusiastic about their own Super being transferred of their hands again. SECNAV being unwilling to start a fight with his own Admirals dragged his heels and eventually a compromise was put forward.
Payton would be 'detached' for 'indefinite' duty with ARCHON but remain an Officer of the US Navy. Archon obviously has other long-term plans, but accepted the compromise.

Maybe surprisingly, Payton is *not* a SEAL. She doesn't even like them that much. She considers them over-elited jackasses who uses the fame to cover their general shittyness. The fact that ARCHON is set to overshine them amuses her greatly.
No, Payton was main officer track and her last pure-Navy job was shipboard as XO on an Arleigh Burke Destroyer, but she also served upon Aircraft Carriers and other surface ships.

Looks: Payton is a tall, fit biracial woman. She's got light black skin, blue eyes and a full head of kinky-curly, raven black hair. She's less body-builder muscled and more like a swimmer or MMA fighter than a Wrestler.


Powers:
Power Level: 6 - ULTRA
Maybe due to being a 2nd Gen, Paytons Power is a bit dual-focused. Her father was a Telepath and her Mother was a moderately physically empowered, and while both things find themselves reflected in her they do manifest differently:

*Physical: Payton is 'the usual package'. Stronger, faster and more durable than your average human being. She's not crazy strong, but she has multiple times a trained human males body strength and has a reaction and movement speed in the same vein. This comes, as far as they can tell, from the fact that a normal human's muscles are made of 'steel cable' and hers is more 'carbon tubes' in comparison. The same muscles also function as a subdermal sort of armor. She's not by far invulnerable but she can take a few good hits.
Her Mother could fly, but Payton (so far) can only do very long leaps and a sort of controlled long glide while airborne.
Finally, she has superhumanly good fine control and hand to eye coordination.
She also enjoys the usual average perks of being a Super.

*Mental: Payton is an Empath, she can sense other people's surface feeling and the like. While this makes her a really good lie detector, it also gives her the additional power of 'Motive Empathy'. Ie as long as someone is within a few feet of her, she can feel how they are about to move as they initiate the motion. This gives her already superhuman reflexes a leg up in close combat, allowing her to react to actions her opponent has not even started to put into action.
The reverse is also true, allowing her to display excellent physical teamwork.

In Summary, Payton is a hell of a close combatant. She's not a full blown Tank like Anvil or Maxima, but she's a very solid Damage Dealer - and in a pinch, Off-Tank.
