Not speaking? Painful negative emotions

Chester remembered in the past, if he didn't speak extremely painful negative emotions would arise (hypnosis or classical conditioning?).  So he had to speak to feel better.  The same could be true for mother.  Why do people do such evil and inflict so much pain by creating such painful negative emotions?  This amounts to torture to the extreme.
