  1. A Proposal: Galaxy Halcyon

  4. One of the enduring features of Imperium Nova is the tendency for galaxies to slowly freeze into stasis from the sheer power of one or two players. Whether astride the galaxy as a monopole or dividing the galaxy between them as rival superpowers, the throne either a petty footnote or passed between them as they switch between Imperial and Anti-Imperial powers. Some galaxies have been formed with the intent to combat this tendency, others have tried to incorporate the static balance after the fact.

  7. The primary causes for the permanence of the powerbase of these static superpowers are a widespread, powerful faith, a high tech level and indestructible public works. Each of these improves the efficiency of a house's economy to the point of insuperability as well as ensuring elections and making retainers to stand for those elections cheaper. This proposal accepts the eventuality of the concentration of power in any high-tech galaxy and embraces it to the fullest, using it to alter the entire dynamic of the game for a brand new galaxy. The points are as follows:

  10. * The entire Mysticism sphere will be prohibited to any house except the Emperor. This lone Mysticism sphere will represent the Imperial Bureacracy and its income, the taxation of commoners. Religious faiths can be roleplayed without conflicting with the Imperial Bureaucracy, but the sphere itself is off-limits.

  12. * Public Works are totally off limits to any house, as is the use of the Propaganda Covert-Ops mission.

  14. * Violation of either of the above prohibitions will be treated as griefing and punished accordingly.

  16. * A single, permanent Emperor will be selected before the start, chosen for their ethical behavior, activity and neutrality.

  19. ** The Imperial House will be subject to harsh restrictions on its actions, as follows:

  21. * A single planet will be selected as the Imperial Throne at the beginning of the galaxy. The Imperial House will be prohibited from moving its homeworld to any other planet.

  23. * The Imperial House will be prohibited from constructing facilities in the Financial, Military, Psionics and Technology spheres, excepting a single Military Academy and a tech-stack on the Imperial Throne, as needed to maintain technological parity.

  25. * The Imperial House will be prohibited from possessing or operating in the Agriculture, Construction, Geological, Leisure, Mercantile and Transportation spheres.

  27. * The number of Imperial Cronies and/or Senators shall not exceed 10% of the total Senate. Any in excess must immediately be resigned and posted for election or transferred to the newest Minnow house.

  29. * The Imperial House will be required to provide financial aid and research concessions to all minnow houses.

  31. * The Imperial House will be prohibited from membership in any alliance.
  32.  
  33. * The Imperial House is bound to follow and execute laws passed by the Senate.

The intent of these various restrictions, on both the galaxy at large and the Imperial House in specific, is to create a natural superpower in the Emperor, but one that is prevented from competing with other houses so as to prevent conflicts of interest and preserve the neutrality of the Throne.

  39. This neutrality, alongside the power of a galaxy-wide Mysticism monopoly paired with Imperial Taxes, will enable the Emperor to in some instances act as an in-game GM.

To show our earnest desire for this new galaxy to be enacted, and in recognition of the time and effort that would be required on Simon's behalf to create a new galaxy, we will be forming a communal pot, to be paid to Simon should this new galaxy be created. Below is a list of pledged contributions from supporting players:

  49. These are a list of ideas that are not core to the main proposal, simply ones that I beleive would enhance the galaxy.

  51. * Create a unified, canonical backstory for the galaxy, whose contents are agreed on by a supermajority of the playerbase.
  52. * Give temporary, conditional permission the Imperial House to operate in the Agriculture sphere, as the Agriculture Subsidy aids minnows no matter the saturation of the market by the Emperor. This would ideally only be done if the income from the Imperial Bureacracy is considered insufficient to allow the Imperial House to fulfill its role.
  53. * Create some system of awards for exceptional roleplaying/writing, to encourage both. Awards being decided by a plurality of the playerbase on a regular interval?
  54. * Create some system of awards for major work in archiving noteworthy forum threads and updating/expanding the wiki pages for the galaxy.
