First the obvious, 15SPC vs 14SPC doesn't really impact the run. 14 SPC adds 2 ranges:
-90% Ping Gastly if @L25
-97% Misty Lapras @L58

first Range is 100% if you defeat 1 ground type in Union
2nd range is 100% by fighting Erika before Misty (loses 1 S.E. Textbox)


Now to the less obvious.

Up until E4 HP Ice is 100% better than Dragon, because we get a badge boost from Pryce that can be used for radio tower section.
Also, exec Gloom and Vileplume are 100% with HP, but <30% with BS/Ret.
Can also skip setup on Radio Exec1 (Weezing guy), with the drawback of psn/Smokescreen Chance on Weezing (slightly more risky).

There are a few more S.E textboxes.
Also chance for skipping X ATK on Clair, if PP is rerouted (Ether wouldn't be worth it imo). This adds potential timeloss if Hyper potion, but lower chance to not get paralyzed.


On the way to E4, Gavens Kingler needs to be RL'd. (chance to miss)
But in E4, Will is faster.
No need for X ATK on Karen, but likely should go for RL crit if first ret lowrolled (22% 2shot).

Kanto

Difference would be Doing Surge before going to Brock instead of first (maybe doesn't even save time, depends on how much time is saved)

Have to still count S.E. textboxes in general but mostly in Kanto.

Conclusion for now:
HP Ice might be slightly faster on average.
Something that hasn't been mentioned yet, HP Ice doesn't have to sell TMs in Goldenrodmart2, because less X items are needed.
