Swatow Concession = 潮海关

Customs established by Horatio Nelson Lay in 1860, American William Wallace Ward as the first Superintendent of Customs (or Customs Commissioner). By 1861, the Customs Comissioner was in service of the Imperial Maritime Customs Service, headed by Lay, which oversaw all Customs House in China including the Wenchow/Foochow Custom Houses.

The list messed up Huang Chih Chien's Chinese name, which should really be 黄志骞. He took over in 1945 after the Japanese surrender. Apparently that guy was really corrupted and was replaced within the year.

Wenchow Concession = 温海关 / 瓯海关

Customs established in 1877 by H. E. Hobson under unders of Robert Hart. Hobson acted as the first Superintendent of Customs.

c. 1884: E. H. Grimani
1889-1891: P. H. S. Montgomery (9th)
1892-1900: A. Novion (12th)
1914-1916: S. Acheson (20th)
c. 1937: H. C. Morgan


Foochow Concession = 闽海关

Established in 1861. Had 126 Commissioners from 1861-1933 until the first Chinese Commissioner. Between 1933-1949 there were five Chinese Comissioners.

1861-1867: Baron De Meritens (or William Wallace Ward according to some source, who incorrectly noted Ward as being French - conflation with Swatow?)
