  3. Customs established by Horatio Nelson Lay in 1860, American William Wallace Ward as the first Superintendent of Customs (or Customs Commissioner). By 1861, the Customs Comissioner was in service of the Imperial Maritime Customs Service, headed by Lay, which oversaw all Customs House in China including the Wenchow/Foochow Custom Houses.

  8. The list messed up Huang Chih Chien's Chinese name, which should really be 黄志骞. He took over in 1945 after the Japanese surrender. Apparently that guy was really corrupted and was replaced within the year.
