  3. The Chinese representative stood up, taking the spotlight. He held in his right hand a stack of papers an inch thick, bound in a folder.

  5. "These numbers are too low! Where is China? We demand our just participation! We will not be marginalized!"

  7. Ban Ki-Moon quickly silenced him with one swoop of his hand, speaking to this newcomer even as the Russian representative sat back down with all eyes now off him.

  9. "The United Nations has sent your leaders instructions for human vulnerability testing. When they carry them out correctly, we will admit your census data. As you know, many humans are innately poisoned by contact with Trans-Newtonian materials. We will not risk the lives of your people to gain a few million more that may work in the new industries."

  11. The Chinese representative, worked into a frenzy, snapped back as soon as he finished, paying no heed to what came out of his own mouth.

  13. "That is not your decision to make! Us Chinese will bear the burdens for the betterment of China!"

  15. The assembly fell deathly ill as absolute attention focused on the Chinese ambassador. Realizing he no longer had even the few precious seconds of human translation to fall back on, he panicked, looking towards the Russian representative burying his face, offering no support. His second glance was towards the North Korean seat. Vacant. He could do little but slink back to his chair.

  17. Ban Ki-Moon adjusted his glasses, pushing them back up his nose as he waited for more questions. The German ambassador buzzed in, politely waiting for the Secretary General to motion to him before speaking from his seat.

  19. "What about Argentina, Chile, Vietnam, and other member states who have successfully carried out human vulnerability testing?"

  21. "Those countries are not willing to work with us. We must disclude them from any benefits."

  23. "Some of their people wish to migrate to USFN members. Will we not allow that?"

  25. "We are seeking free border treaties with many of these states. Please feel free to draft legislation if you feel this is anything but acceptable."

  27. The German Ambassador scowled, but otherwise remained quiet. Ki-Moon moved to placate him by continuing, almost hastily.

  29. "You know there is little we can do for those with vulnerabilities to TN materials, or those stuck in places unwilling to work with the UN. We have already lost 100m people to our first experiments with those materials, we will not risk a second such disaster.
