- Summary: Ever since I put away the Crime Syndicate a few months back, there's been a pyscho family-shaped hole left in the criminal underbelly of Bellwood. But that role was quickly filled by the Devil's Brood. There's a son(Brotherhood), a daughter(Sisterhood), a mother(Motherhood), and a father(Fatherhood). And, yup you guessed it, they all wear creepy little hoods to hide their faces.
- I've had several run-ins with these guys, and they always manage to leave a disturbing scene burned into the back of my brain. Their crimes are always gruesome and fueled by aimless rage. Their goals and motivations are unclear, but their particular...condition has left me with quite the dilemma.
- Each and every time I catch one of these guys and unmask them, they lose their memories and revert to being normal people, only for them to be replaced by another person wearing a different hood. At first I thought this was the work of a large cult with wide reach, but that doesn't seem to be the case. It would appear as if the Brood has been kidnapping innocent people and indoctrinating them into their group somehow.
- The more I busted them, the more innocent people they'd kidnap. I've tried everything from police raids to well executed ambushes. None of it works. So for the time being, I've resolved myself to avoid arresting them(Preventing them from committing crimes is enough for now). Especially Brotherhood and Sisterhood. I don't think I can stand the sight of another child kidnapping case.

- Catchphrase: "Never to fear, Birdie is here!"
- Summary: I've had a few run-ins(and team-ups) with this delightful wackjob. She claims to be an angel, but she just looks like a young woman wearing a white-feathered tut and a domino mask. She is usually equipped with a bow and arrow, but she has been shown to use firearms if the situation called for it.
- Her aim is impeccable, and she seems to be a very gifted martial artist and acrobat. She usually butts into your missions uninvited, but you can't deny that she gets good results. However, she doesn't appear to be mentally stable.
- This one time, when you asked her how she got to a crime scenes before XLR8 could, she answered you by saying "They prayed to be saved, so I had to jump in there and try my best!".
- She may require heavy surveillance.

- >>>Alias: Cannibal King
- Classification: Villain
- Threat Level: High
- Summary: I've only encountered the Cannibal King once, but it was experience that you don't wish to repeat. He's an abominable creature of unknown origin, possessing the ability to inspire an insatiable hunger for meat in those around him. This goes for insects, vermin and mammals.
- Judging from how you were nearly torn apart by a horde of hungry alien residents, everyone including himself receives a power boost of some sort when they're affected by his power. Should he ever resurface, he will have to dealt with immediately and without reservation.
- >>>Alias: Wilderbee
- Classification: A̶s̶s̶h̶o̶l̶e̶ Hero
- Threat Level: Advanced
- Summary: A few months back, you fought off an alien invasion from a race of semi-organic death robots. But the cost was high, and they managed to escape with a batch of human test subjects. Sam Winters was once of them.
- Due to some extensive research on the tech we recovered, the Techno-Borgs(Not the name I came up with) used a mind altering implant to erase the ego of their test subjects, thus creating perfectly obedient soldiers. However, Sam managed to inadvertently throw a wrench in their plans when their device malfunctioned upon being installed in his brain.
- Instead of erasing his already inflated ego and personality, the implant somehow managed to boost them to an absurd level. And not to mention that the alien weaponry they had installed into his body was top of line. By the time I had arrived to save him, he had already dealt with a good chunk of their forces on his own. His implant made him unpredictable to the Techno-Borgs, and his weaponry allowed him to fight on even terms with them.
- We managed to fight off the invasion and rescue the rest of the captured civilians, but no one knew how to fix Sam without giving him permanent brain damage. He took to the hero scene rather quickly and became a sensation on social media overnight. He considers himself your rival and best friend, but you usually try to avoid him since the press is always following close behind him at all times. He doesn't seem to be a terrible person though. maybe you might even grow to like him someday.

- Classification: Victim
- Threat Level: Very High
- Summary: A particularly peculiar prison inmate piqued your interest during your last visit to the Timeout Facility. You had to break up a nasty prison break with Ollie's help, and thankfully the casualties were kept to a minimum. However, you met an inmate in max security that wished to stay in her cell. She was pumped with enough tranquilizer to take down several elephants, and you were absolutely astounded as to how she was still alive. You brought this matter up to Providence's new leader, Black Knight, but your inquiries were ignored for several weeks.
- You had almost considered breaking her out yourself, but a group of criminals had beaten you to it. You were absolutely dumbfounded as to why a bunch of mooks would risk their necks to break into Timeout's maximum security prison to free a single inmate. That is, until you had witnessed the legend of "Shiva the Destroyer" firsthand.
- In one fear induced rampage, she had single-handedly pacified the majority of Bellwood's hero community, along with a few villains. Apparently, her power greatly increases depending on how scared she is. And the goons that kidnapped her made sure that she was drugged up and easily spooked. Add that with the seemingly endless wave of opposition gunning for her, and you get a cataclysmic event that that threatens to level the entire city.
- Once you were informed of her powers, you used Thriller Whale to pacify her temporarily until Providence could get her back into her cell. On that day, you learned of the existence of Bellwood's most dangerous mutant and Providence's most well kept secret. However, you don't think anyone will be forgetting about her anytime soon.
- >>>Alias: Blast Shadow
- Classification: Villain
- Threat Level: High
- Summary: After being detained and arrested, Blast Shadow was imprisoned inside of a 20mm thick sheet of concrete, which was contained by a thick casing of bulletproof glass. The idea was to imprison him in such a way that he wouldn't have room to leave the flat space that they've imprisoned him in. It seems a bit cruel, but it's the most effective way to detain him at the moment. Steel and Darcy did some digging into BS's background, but they were unable to uncover anything substantial. The villain's lack of recognizable DNA or identifiable features makes it nearly impossible to connect him with blood samples, dental records, facial recognition or fingerprint records. However, new facts came to light during a rather peculiar interrogation session that was held by Rojo.
- According to his story, Blast Shadow was abducted by the Driscoll's Forever Knight faction in Germany, and was held captive for several months. Eventually, he was used in a series inhumane tests related to the research and development of Sub-Energy, which is an energy source of alien origin, said to be 10 times more potent than nuclear energy. It's also the thing that powers your suit.
- The frequent testing wore on Blast Shadow's sanity, and eventually drove him to madness. But during one of the more dangerous experiments, Blast Shadow was accidentally exposed to unusually high amount of Sub-Energy radiation, which had eradicated his body as a result. He was thought to have been killed by Driscoll and his knights, but in reality, Driscoll had accidentally created a monster.
- Blast Shadow possesses Superhuman Strength and Durability, along with the ability to infuse objects with Sub-Energy radiation, ultimately causing them to explode!
- Thanks to his insanely high regenerative abilities and his unique biological make-up, Blast Shadow will most likely remain a threat in the foreseeable future, and long after you're gone.
- >>>Alias: Tiger Moth
- Classification: Villain(Sometimes a Vigilante and an Anti-Hero)
- Threat Level: Moderate(For now...)
- Summary: During his youth, Tiger Moth's uncle was shot and killed by police officers right before his very eyes. He hadn't known that his dear old uncle was on an 8 year long crime spree, but at the time he didn't care. He came to see authority figures(namely police officers) in a glaringly negative light, and would often go out of his way to disrespect them. This led to him adopting Anarchist beliefs and being arrested for Vandalism on several occasions. But on one fateful night, the young man had awoken to find himself hanging upside down on the ceiling! For reason unknown, he had triggered his latent Arachnachimp DNA, granting him all of the abilities that a native member of the species possesses.
- Despite gaining these Superhuman abilities, Tiger Moth used them to further advance his anarchist agenda. He tore down statues with his bare hands, tossed around cop cars and brutally assaulted officers on patrol. He has had several run-ins with the local police and the Plumbers due to his inexcusable crimes, but it wasn't until he had joined "The Rogue Element" that he had been considered a national threat. Due to his involvement in Blast Shadow's attack on the Time-Out facility, Tiger Moth has been labeled as a terrorist, and his life has been ruined as a result. If he were a little smarter, he might be able to use his powers for good one day, but you think cooperating with authority figures is the last thing on his mind.
- >>>Alias: B3AST M0D3
- Classification: Villain
- Threat Level: Advanced
- Summary: Mainly operating out of South Korea, B3AST M0D3 is capable of building and commanding an army of giant mechanical creatures. Her superhuman reflexes allow her to simultaneously control each of them with impressive efficiency, but she herself is rather defenseless if you can get past her animals. She recently joined up with the Rogue Element, and is serving time in a maximum security prison as a result.
- >>>Alias: Miss Army Man
- Classification: Villain
- Threat Level: Moderate
- Summary: Having briefly served in the military, Vivian Wagner's squad was killed in an ambush, which left her severely injured. Their bodies were quickly recovered, but Vivian was just about on the verge of death. The only way to save her was to transplant the organs of her dead squaddies into her crippled body. In doing so, the doctor inadvertently activated a dormant mutation, causing Vivian to adopt the skills, personality traits and collective strength of her teammates. Now a deranged superhuman haunted by the ghosts of her allies, Miss Army Man is often hired as a mercenary due to her exceptional skills as a one-woman army.
- >>>Alias: Blindside
- Classification: Hero
- Threat Level: Advanced
- Summary: This speedy super specializes in surprise tactics due to the unusual nature of her ability. It would seem that he speed increases when there are only a few people looking at her. She is rarely seen in large scale battles for this very purpose, but she will occasionally assist other heroes by defeating their opponents in the blink of an eye. You don't know much about her, other than the fact that she doesn't like to stop and chat.
- >>>Alias: Innawoods
- Classification: Hero
- Threat Level: High
- Summary: Having been buried in the woods after a close friend of his had murdered him, Innawoods' mutation kicked in, allowing him to merge with the surrounding plants and bring his buddy to justice. He is capable of manipulating his body to any just about any degree, and well as manipulating nearby plants. He doesn't normally travel into populated areas, and can usually be found dwelling in forests and swamps.
- >>>Alias: Grease Monkey
- Classification: Hero
- Threat Level: Moderate
- Summary: Grease Monkey used to be a normal chimp before his mutation caused his intellect to increase beyond that of a normal human's. He uses his brilliant mind to invent nifty gadgets and his natural physical prowess to defeat criminals.
- >>>Alias: Wingbeat
- Classification: Hero
- Threat Level: Advanced
- Summary: Wingbeat works as a sort of agent for Providence in Rex's place. She is capable of high speed flight, and producing ultrasonic sound waves from her large, fluttering insectoid wings.
- >>>Alias: Hell Punch
- Classification: Villain, Anti-Hero
- Threat Level: High
- Summary: Having been infected by some sort of mystical flower after having her finger pricked by one of its thorns, this young punk gained an incredibly strong and muscular demonic arm that weighs more than twice her body weight. Despite all of this, she is able to manipulate it to incredible degrees. So much so that her arm is capable of creating a suit of fleshy armor for her, or a fully functioning vehicle out of its own flesh. Aside from its ridiculous strength, Hell Punch's arm can stretch to impressive lengths, regenerate itself, produce hellfire, and summon a massive sword from the Underworld. If her ambitions were any greater than having her own biker gang, you feel as if you'd have a lot of trouble with this one.
- >>>Alias: The Buzz
- Classification: Hero
- Threat Level: Advanced
- Summary: Back before he retired, The Buzz was one of the original heroes alongside Kangaroo Kommando and Captain Nemesis. But once his wife had a baby, he decided to settle down and become a teacher and a mentor to the next generation of heroes. For a brief period of time, he attempted to provide guidance to Wilderbee, but he was not able to reign in his more eccentric tendencies. The Buzz is capable of shrinking down to microscopic size, flight and producing powerful vibrations from his high-tech suit.
- >>>Alias: Silver Fox
- Classification: Hero/Vigilante/Mercenary
- Threat Level: Advanced
- Summary: Even as a kid, you remember Silver Fox being a dastardly foe for the first heroes. And to your surprise, he's used his vast wealth to turn his criminal empire into a mercenary company. Every now and again, you'll come across the old bastard in the middle of a bust, and it'll be a coin toss as to who's side he's on. But despite being in his 60's, Silver Fox is still a force to be reckoned with. His superhuman physique has barely dwindled over the years, and he retains the sharp wit that you remember him for as a child. It's a little unnerving to be honest, but he hasn't lost a step.
- >>>Alias: The Cowl
- Classification: Hero
- Threat Level: Advanced
- Summary: After having his parents murdered by muggers as a young boy, Warren was left traumatized and confused. He had no idea why someone would take the life of another, especially when they had no cause for doing so. He, of course, grieved, but more than anything, he was filled with a burning desire to figure out why his parent's killers pulled the trigger. And so, he visited them in prison and spoke to them. Warren found the criminal mind fascinating and confounding at the same time. In college, he furthered his studies and earned multiple doctorates and degrees in psychology and criminology. It was around then that he had first encountered a masked vigilante. He felt no fear, and no admiration for them. he was only curious. After all, this person was similar to his parent's murderers. They had also been wearing masks while breaking the law. It was then that Warren realized that he had hit a wall. He would never understand these people. Not unless he entered their world. Warren needed to wear a mask. And so, the young man began training his body the same way that he had trained his mind. He had become a living weapon. He was just liked the criminals and vigilantes in some ways, and so unlike them in other ways. Warren had no intention of hiding who he was. He wore The Cowl, but he did not let it become him. Warren was Warren, and The Cowl was Warren. And to make sure that everyone knew, he announced his transformation at once of his fancy galas. To this day, Warren has felt no regret or shame for his decision, as he knew that it would liberate him from the tragedy that defined his life.

- Threat Level: Very High
- Summary: As a young boy, Cooper discovered that he was capable of manipulating and communicating with machines. He used this ability for small pleasures and harmless pranks at first. But when a child grows up with unrestricted access to global surveillance systems, they grows up fast. At an early age, Cooper's child-like innocence was stripped from him, and he learned to hate the state of the world, completely and utterly. And so, with enough training and research, Cooper Daniels gained the ability to change the world. Under the moniker of "The Red Pill", Cooper brought corrupt government officials to their knees. He had become a target for the entire world in only a few days. And considering the sheer number of enemies that he's made over the years in his line of work, keeping him alive has been one of the most difficult things that "X" has had to do.
- >>>Alias: The Mother of Midnight
- Classification: Villain
- Threat Level: High
- Summary: A powerful witch and a wretched creature that uses her dark magic for her own selfish purposes. She is motivated by greed, a desire for power, and an unending hatred for X. In your opinion, that last one isn't a very solid motivation, but if you've learned anything over your short career as a vigilante, its that Mother is persistent and spiteful.

- Classification: Villain
- Threat Level: Advanced
- Summary: A paid assassin that can mimic the strength and speed of the most powerful person in her vicinity. She isn't incredibly dangerous on her own, but in a group, she should be priority a target. In the criminal underworld, she is widely considered to be an underdog, and as such, is surprisingly well-liked.
- >>>Alias: General Disorder
- Classification: Villain
- Threat Level: High
- Summary: Having been a victim of the devastating Incursean Invasion, General Disorder decided that mankind was far too weak to pose a threat to advanced alien civilizations. And so, he did the only logical thing and formed a terrorist organization around the idea that humanity should be ready for anything. Any and all attacks made by his group utilize unconventional methods and serve to poke wholes in the security of the country that he attacked. After each attack, he sends a detailed letter that explains how and why the authorities failed to stop him or prevent the attack from occurring. By himself, he is a highly trained, and extremely dangerous killing machine. But with his devout followers standing behind him, General Disorder might just have the power to cripple this country.
- >>>Alias: The Omen
- Classification: Neutral
- Threat Level: Very High
- Summary: Very little is known about The Omen. She is very old, very wise, very strong and extremely devoted to protecting her people. And by "her people", I mean the Birds of Paradise and any other bird related masked icons. For some odd reason, certain people are compelled to dress up as birds and live at the B.O.P.'s headquarters, otherwise known as "The Nest". It's a mysterious phenomenon, and now Olivia's caught up in it too. As you might have guessed, The Omen is capable of seeing the future, but she is incapable of directly warning anyone or intervening. The Birds of Paradise act as her agents of change in matters such as these.
- >>>Alias: Storm Raven
- Classification: Hero
- Threat Level: High
- Summary: Coming in second, right below The Omen, this punk rock powerhouse is considered to be one of the most powerful front liners in The Nest. She's capable of manipulating the weather and whipping up violent lightning storms. With a quick scan, I found out that she's half Theolodite(Fourcast), but I still can't wrap my head around this whole bird angle.
- >>>Alias: Kingfisher
- Classification: Villain
- Threat Level: High
- Summary: Crafty and shrewd, Kingfisher is the leader of The Conspiracy of Ravens, a rogue group of bird people who wish to overthrow humanity as the dominant species. By himself, he isn't much more powerful than The Cowl. But his real strength is his ability to plan ahead. On many occasions, Kingfisher has utilized The Omen against the Birds of Paradise in some form or another. After all, he is still one of her children, and she is compelled to protect him.

- Classification: Villain
- Threat Level: Moderate
- Summary: This scurvy sky pirate has made a living by using his sky ships to pilfer the goods of airline passengers and starships flying in and out of atmosphere. He has the appearance of a humanoid parrot, and he is often seen with a human baby strapped to his shoulder. It is highly suspected that this baby is a mutant with budding superpowers. And in addition to his fearless crew and his arsenal of sky ships, Captain Billhook has been provided with an army of mutant Harpies.
