You find a fitting artist (I managed to quickly dig out this girl as an example https://virink.com/emilyena), you go to their about page. From there you go to their VK (Russian Facebook, in our case it's https://vk.com/strangemilyena) group's page. On the group page, on the right, you will often find commission info, and there's a very high chance it'll be cheap by western standards. Like, pic related. ($1 is about 57 rub currently)
This girl's commissions are currently closed, but hey, I never said it won't require any effort at all.

Alternatively, you can do about the same thing on DA, but the process is much much harder there and the percent of cheapskates is much lower.
