Focus Circle: All pokemon may not share the same type. (notice that the focus circle is what can be objected and concurred.)

Statement of prior: As long as a balanced concept is implemented such as limiting the tiers to OU and under while breaking free from breeding restrictions to add variation to those who wish to experiment with move combinations, everything should turn out fine.
All pokemon limited to the OU tier are allowed only if, Legitimate move combinations that aren't restricted to breeding incapabilities.

Breeding Incapabilities: Things that are prevented from certain moves not being passed down through breeding. But yet are able to be learned. Well, in the normal game. You are restricted to certain move combinations, Such as Sap Sipper Azumarill with Whirlpool and Perish Song.

CLAUSES:
1. Discrimination Clause: Your pokemons may not share types. Although, their moves can.
2. OHKO Clause: Moves such as Horn Drill/Sheer Cold are Banned.
3. Sleep Clause: Limit one foe put to sleep.
4. Endless Battle Clause: Forcing endless battles is banned.

In terms of the pokemon banned, we don't have any specified yet because we already applied the restriction to OU and under.
In terms of items being banned, it should just be Focus Sash. Other than that, other items can be worked around. Especially since it's already listed as OU and under. So things like Lucarionite / etc already would be banned.
And with abilities, Huge Power / Pure Power / Fur Coat / Magic Bounce / Sturdy. Those are the only abilities that should be limited because they work around removing specified stats.
