I'm not asking to negotiate with you myself. I'm asking because negotiations can only take place with a leader who is open to your position. That isn't every possible leader. I can't work out who it might be without knowing what those conditions are."
D: "YOUR LEADER MUST BE WILLING TO NEGOTIATE WITH DALEK HIGH COMMAND. YOUR LEADER MUST BE ABLE TO PASS CERTAIN LAWS. YOUR LEADER MUST BE ABLE TO ALLOCATE CERTAIN RESOURCES. YOUR PLANET WILL APPOINT A LEADER AND WE WILL COMMUNICATE WITH YOUR LEADER."
R: "I'll remember you got in touch. Just don't blame me if whoever is entirely unwilling to negotiate because you wouldn't tell me what you want. Some of them would be more or less willing depending on the resources involved.
