This manip assumes you already caught a cutter before Russel.
It's a 3-frame window and each of the frames have the same path:

For the offset you wanna be using whatever you're using for Sandshrew manip and put 16ms on it, because the 3 frame window is the same frames frames 3, 4 and 5 for sandshrew manip.
Save on the blue tile, ignore that it's usually meant to be for start flashes.
