Note2: Smite priests count as caster dps in the event that we have them. Not healer priests and not shadow priests.
Note3: (debatable) means that whether or not a certian class should or should not be allowed to roll on is debatable and that arguments can be made both ways for it.
Ideally when we have our non instanced round robin loot system we can just open these items up to be rolled on if they were previously restricted from a class where
it could be argued that they should be allowed to roll on it. For example I could see dps classes like spriests with mana issues want shard of the scale and I could see
healers want talismen of ephermeal power for burst downranked healing and hots ticks but for now I think until we get that loot system in place we should restrict shard
to healers and talismen to caster DPS.
