It's anti-lead ambipom, defensive spikes roserade (feel free to switch to toxic spikes for more chip), scarf heatran to punch holes and sweep (with hp electric for Gyarados but can be changed to another move), bold starmie as a spinner, banded flygon as another sweeper or can punch holes, and swords dance Scizor for priority and power as well as to bait flash fire boosts for heatran.
